Elliot Cohen, 3613 Point Elizabeth Drive, Chesapeake, asked for clarification on the <br />security plan for the business. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to defer item UP-25-04 to the <br />August 26, 2025, meeting, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: Dodson <br /> <br />- City Manager’s Report - <br /> <br />25 - 160 - Adoption of an ordinance accepting additional HOME Investment <br />Partnerships Program – American Rescue Plan Act funds in the amount of $1,727 <br />from the U.S. Department of Housing and Urban Development and appropriating <br />said sum in the FY 2026 Community Development Fund Budget for housing, <br />supportive services, and other eligible activities. <br /> <br />Background: <br /> <br /> The American Rescue Plan Act of 2021 appropriated $5 billion to provide housing, <br />services, and shelter to individuals experiencing homeless and other vulnerable <br />populations, to be allocated by formula to jurisdictions that qualified for HOME Investment <br />Partnerships Program allocations in Fiscal Year 2021. <br /> <br /> In September 2021, the US Department of Housing and Urban Development <br />(HUD) notified Portsmouth that it was allocated $1,540,476 of HOME-APR funds to <br />perform eligible activities that must primarily benefit qualifying individuals and families <br />who are homeless or at risk of homelessness or are members of other vulnerable <br />populations. The eligible activities include: 1) development and support of affordable <br />housing, 2) tenant-based rental assistance (TBRA), 3) provision of supportive services; <br />and 4) acquisition and development of non-congregate shelter units. <br /> <br /> The City prepared and submitted to HUD an Allocation Plan providing use of the <br />HOME-ARP funds for eligible supportive services. HUD accepted the Allocation Plan. <br />To date $486,280 has been expended. <br /> <br /> In May 2025 HUD notified the City that the September 2021 allocation was $1,727 <br />less than it should have been. The total correct HOME-ARP allocation is $1,542,203. <br /> <br /> The additional $1,727 needs to be appropriated by City Council. <br /> <br />Discussion: <br /> <br /> The ordinance proposed for City Council consideration will appropriate the <br />additional HOME-ARP funding. <br /> <br /> The City is required to use the funds for eligible activities to address homeless <br />assistance needs. <br /> <br />Financial Impact: <br /> <br /> The FY 2026 Community Planning and Development Program Fund budget will be <br /> <br />increased by $1,727. No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The HOME-ARP Allocation Plan will be amended in accordance with HUD notice <br />CPD 21-10 providing for use of funds for eligible supportive services. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
