June 10, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 10, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />Reverend Nathaniel Paige opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of May 27, 2025, and of a Regular Meeting of May 27, 2025, and was <br />adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation of a proclamation to Ian Lindo. <br /> <br />- Public Hearing - <br /> <br />25 - 159 - Public hearing on use permit applications: <br /> <br />(a) UP-23-24 VICTORY BLVD. & DEEP CREEK BLVD. - Resolution granting the <br />request of Grossman Trucking, LLC for a Use Permit to operate a <br />shipping container/chassis storage yard at 680 Military Road in the <br />Light Industrial (IL) zoning district. The property is owned by <br />Jonathan and Lesa Lewter. The Future Land Use Map of the Build <br />One Portsmouth Comprehensive Plan designates this property as a <br />mixed-use corridor. Planning Commission recommends approval <br />with conditions. <br /> <br />1. Lisa Murphy, 144 Monticello Avenue, Norfolk, presented the application. <br /> <br />2. Dave Lewter, 906 Melvin Drive, spoke in opposition to this item. <br /> <br />3. Sam Baraki, 9267 Greenwich Road, Virginia Beach, spoke in opposition to this item. <br /> <br />4. Jonathan Lewter, 428 Plummer Drive, Chesapeake, spoke in support of this item. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Moody, to deny Item UP-23-24 and <br />was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />(b) UP-25-04 CHURCHLAND - Resolution granting the request of B. Ashby for <br />a Use Permit to operate an event space/banquet hall at 6031 High <br />Street West in the General Mixed-Use (GMU) zoning district. The <br />property is owned by City Line, LLC. The Future Land Use Map of <br />the Build One Portsmouth Comprehensive Plan designates this <br />property as commercial.
