May 27, 2025 <br /> <br />25 - 145 - Adoption of a resolution affirming and approving the Office of Local <br />Defense Community Cooperation Critical Infrastructure Flood Resilience Study <br />dated May 2025 and confirming the City’s commitment to regional military <br />readiness and economic resilience. <br /> <br />Background: <br /> <br /> The City of Portsmouth was awarded a federal Office of Local Defense Community <br />Cooperation (OLDCC) grant in September 2023. <br /> <br /> The Office of Local Defense Community Cooperation (OLDCC) grant provides <br />technical and financial assistance to communities. The assistance is eligibility-based, <br />needs-based, and competitive and has the purpose of enhancing the capabilities and <br />readiness of our national defense mission. This OLDCC Infrastructure Flood Resilience <br />Study builds upon the 2021 Joint Land Use Study (JLUS) for Portsmouth and <br />Chesapeake, which identified flood risks as a significant threat to regional military <br />readiness and economic resilience <br /> <br />Discussion: <br /> <br /> The OLDCC grant provided funding for the City of Portsmouth to retain consultant <br />support to: <br /> Prepare comprehensive flood mitigation and stormwater management strategies <br />o <br />for five key transportation corridors critical to Naval facilities. <br /> Determine which of the five transportation corridors to prioritize over other corridors <br />o <br />based on significance and flood risk, as determined through analysis and feedback from <br />stakeholder meetings, and public outreach events. <br /> Corridors in order of priority: <br />o <br /> Effingham Street <br /> <br /> George Washington Highway <br /> <br /> Victory Boulevard <br /> <br /> Portsmouth Boulevard <br /> <br /> Frederick Boulevard <br /> <br /> <br /> In addition, twelve areas were identified within the five priority transportation <br />corridors for targeted stormwater improvements. Each area requires a combination of <br />solutions to enhance roadway resilience. <br /> <br /> The Study was finalized in May 2025. <br /> <br /> The resolution proposed for City Council consideration is a requirement of the <br />grant funding. It affirms and approves the Study and confirms the City of Portsmouth’s <br />commitment to regional military readiness and economic resilience. <br /> <br /> Approval of this resolution will enable the City of Portsmouth to pursue additional <br />OLDCC funding that will: <br /> Implement proposed mitigation strategies based on the detailed assessment of <br />o <br />present and future flood scenarios including: <br /> Upsizing pipes <br />o <br /> Constructing stormwater management basins <br />o <br /> Modifying roads and/or utilizing pump stations <br />o <br /> Advance the City of Portsmouth’s commitment to regional military readiness and <br />o <br />economic resilience. <br /> <br />Financial impact: <br /> <br /> No additional financial match requirements will be required as the result of <br />adoption of the resolution. A local financial obligation of $56,291 was included with the <br />original grant award and has already been expended. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Complete all grant deliverables and closeout. <br /> <br /> Apply for Office of Local Defense Community Cooperation (OLDCC) <br />Implementation Grant funds for prioritized projects. <br /> <br />1.
