May 27, 2025 <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of the requested <br />temporary construction easement substantially as shown on Exhibit A attached hereto to <br />the City of Suffolk and that the City Manager is hereby authorized to execute such <br />documents or instruments as may be necessary or desirable in furtherance of the intent <br /> <br />of this Resolution.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 144 - Adoption of a resolution authorizing the granting of a non-exclusive <br />power easement over the front fifteen feet of 2623 Turnpike Road to Dominion <br />Energy Virginia. <br /> <br />Background: <br /> <br /> By Resolution R-23-23 adopted on April 23, 2023, City Council authorized the <br />conveyance of 2635-2631 Turnpike Road to the Economic Development Authority for <br />single family development. <br /> <br /> In order to allow for completion of the single-family development, Dominion Energy <br />Virginia is requesting the conveyance of a non-exclusive easement across the front 15 <br />feet of 2623 Turnpike Road, the adjoining parcel. <br /> <br />Discussion: <br /> <br /> All of the parcels, including the ones conveyed to EDA and 2623 Turnpike Road <br />(which remains owned by the City), were deeded to the City by the Commonwealth in <br />2018 after completion of the Turnpike Road widening project. <br /> <br /> As is common with transportation projects, VDOT reserved an easement for <br />utilities across the front of the properties prior to conveyance to the City. <br /> <br /> In addition, 2623 Turnpike Road already has existing power poles located along <br />the front of the property. <br /> <br /> Therefore, 2623 Turnpike Road will not be negatively impacted by the City’s grant <br />of the proposed non-exclusive easement. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver the easement. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Dodson, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE GRANTING OF A NON-EXCLUSIVE POWER <br />EASEMENT OVER THE FRONT FIFTEEN FEET OF 2623 TURNPIKE ROAD TO <br />DOMINION ENERGY VIRGINIA. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia that it hereby <br />approves and authorizes the conveyance of a non-exclusive power easement over the <br />front fifteen feet of 2623 Turnpike Road substantially as shown on Exhibit A attached <br />hereto to Dominion Energy Virginia and that the City Manager is hereby authorized to <br />execute such documents or instruments as may be necessary or desirable in furtherance <br /> <br />of the intent of this Resolution.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
