May 27, 2025 <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AFFIRMING AND APPROVING THE OFFICE OF LOCAL DEFENSE <br />COMMUNITY COOPERATION CRITICAL INFRASTRUCTURE FLOOD RESILIENCE <br />STUDY DATED MAY 2025 AND CONFIRMING THE CITY’S COMMITMENT TO <br />REGIONAL MILITARY READINESS AND ECONOMIC RESILIENCE. <br /> <br />WHEREAS <br />, the City of Portsmouth was awarded a federal Office of Local Defense <br />Community Cooperation (OLDCC) grant in September 2023; and <br /> <br />WHEREAS, <br />the City and its consultants have utilized the grant funding to prepare <br />comprehensive flood mitigation and stormwater management strategies for five key <br />transportation corridors that are critical to Navy facilities; and <br /> <br />WHEREAS, <br />the City and its consultants have relied upon thorough analysis and <br />feedback from stakeholder meetings and public outreach events to prioritize the five <br />corridors, and to identify twelve areas within the corridors that would benefit from a <br />combination of solutions to enhance roadway resilience; and <br /> <br />WHEREAS <br />, the findings have been published in that certain OLDCC Critical <br />Infrastructure Flood Resilience Study dated May 2025; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it affirms and approves the OLDCC Critical Infrastructure Flood <br />Resilience Study dated May 2025; and <br /> <br />2. This it confirms the City’s commitment to regional military readiness and <br /> <br />economic resilience.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 146 - Boards and Commissions <br /> <br />Councilman Hugel offered the following nominations: <br /> <br />Crime & Violence Prevention Commission <br />Darrell Redmond to be appointed to a term ending April 30, 2026, replacing Roger <br />Smith. <br /> <br />Community Criminal Justice Board <br />Ray Smith to be appointed to a term beginning July 1, 2025, and ending June 30, 2028, <br />replacing Sergio Neal. <br /> <br />Library Board <br />Troya Wright to be appointed to a term ending June 30, 2026, replacing Keyond Gorley. <br /> <br />Portsmouth Broadband Authority <br />Genesis Thomas to be appointed to a term ending December 31, 2026, replacing <br />William Moody, Jr. <br /> <br />Senior Services of Southeastern Virginia <br />James Overton to be appointed to a term ending June 30, 2027, replacing Lynn Briley. <br /> <br />Tidewater Community College <br />Harry Hogan, Jr. to be appointed to a term beginning July 1, 2025, and ending June 30, <br />2029, replacing Lynn Clements. <br /> <br /> <br /> <br /> <br />
