Sheila Joseph, 139 Grand Street, voiced concern with the City Treasurer’s Office. <br /> <br />- City Manager’s Report - <br /> <br />25 - 113 - Adoption of an ordinance accepting Four-For-Life funds in the amount of <br />$71,391.84 from the Virginia Department of Health Office of Emergency Medical <br />Services and appropriating said amount in the FY 2025 Grants Fund Budget for use <br />by the Department of Fire, Rescue and Emergency Services to purchase necessary <br />EMS equipment, supplies, and training. <br /> <br />Background: <br /> <br /> The Department of Health, Office of Emergency Services administers the Four- <br />For-Life Program. The funds for this program were obtained from four additional dollars <br />being charged and collected at the time of registration of each passenger vehicle, pickup <br />or panel truck from March 1, 2024, through February 28, 2025. <br /> <br /> The Department of Health returns 26% of the registration fee collected to the <br />locality where the vehicle is registered. The funds returned can only be used for <br />emergency medical services. <br /> <br />Discussion: <br /> <br /> The City must complete and submit an Annual Report of expenditures to the <br /> <br />Department of Health, Office of Emergency Services by the end of the calendar year. <br /> <br /> Funds will be used to purchase the necessary EMS equipment and supplies <br />needed to sustain and improve direct provision of patient care and to enhance the training <br /> <br />and education of PFRES EMS personnel only. <br /> <br />Financial impact: <br /> <br /> <br /> This program does not require a local cash match and/or in-kind service. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the necessary purchase of EMS equipment, supplies, and training <br /> <br />for PFRES EMS personnel only. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDS IN THE AMOUNT OF <br />$71,391.84 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF <br />EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2025 GRANTS FUND BUDGET FOR USE BY THE DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES TO PURCHASE NECESSARY EMS <br />EQUIPMENT, SUPPLIES, AND TRAINING. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 114 - Adoption of an ordinance amending and re-ordaining subsection 37- <br />250(b) (Tow Book to be Maintained by the Chief of Police; Additional Fees) of <br />Division 1 of Article IV (Tow Trucks) of Chapter 37 (Vehicles for Hire) and Appendix <br />A of the Code of the City of Portsmouth, Virginia for the purpose of modifying <br />police tow list rates. <br /> <br />Background: <br /> <br /> Section 37-250 of the City Code requires that the Chief of Police maintain a register <br />of tow operators to be called in sequence to provide services at the scene of accidents or <br />traffic hazards. <br /> <br /> <br /> <br /> <br /> <br />
