<br />At a Regular Meeting of the City Council on Tuesday, April 22, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of April 7, 2025, of a Called Meeting of April 8, 2025, and of a Regular Meeting
<br />of April 8, 2025, and was adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br />
<br /> Mayor Glover congratulated City Manager Carter on his one-year anniversary as City
<br />Manager.

<br />- Public Hearing -
<br />
<br />25 - 111Public hearing to solicit citizen comments on the Community Development
<br />
<br /> Block Grant (CDBG) Annual Action Plan.
<br />
<br />1. Nannette Holley, 1120 Alcindor Road, spoke on the lack of businesses and activities
<br /> for citizens.
<br />
<br />2. Sheila Joseph, 139 Grand Street, voiced her concern with the lack of places to shop.
<br />
<br />25 - 112(a) Public hearing to consider the Annual Operating Budget for
<br />
<br /> FY2026.
<br />
<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, renewed his request to allow for
<br /> citizen participation without having to come to the meeting and suggested a way to
<br /> dole out salary increases for City Council. He also spoke in opposition to the proposed
<br /> stipend for those in the Supplemental Retirement System.
<br />
<br />2. Arnette McSwain, 719 High Street, asked that City Council fully fund the school’s
<br /> request.
<br />
<br />3. Garland Alexander, 2913 Tanbark Lane, spoke in opposition to City Council not
<br /> considering a 5% pay increase for those in the Supplemental Retirement System.
<br />
<br />4. Jack Lilienthal, 159 Mariners Way, Moyock, NC, thanked City Council for their
<br />consideration in proposing a stipend to those in the Supplemental Retirement
<br />System.
<br />
<br /> (b) Public hearing on the recommended 2026-2030 Capital
<br /> Improvement Program.
<br />
<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item.
<br />
<br /> (c) Public hearing on proposed changes to Rates and Levies for the
<br /> Fiscal Year ending June 30, 2026.
<br />
<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, offered a suggestion on how to
<br /> reform the personal property tax subsidy.
<br />
<br />2. Nannette Holley, 1120 Alcindor Road, spoke in opposition to this item.
