<br />April 22, 2025 <br /> <br /> <br /> Subsection 37-250(b) provides the Chief with authority to promulgate rules and <br />regulations for the tow list, and subsection (b)(3) sets out the maximum towing rates that <br />are to be charged by providers. <br /> <br /> Currently the maximum authorized tow rate is $105 and the maximum daily storage <br />fee for towed vehicles is $20. These rates have not been amended since 2006. <br /> <br />Discussion: <br /> <br /> The Towing Advisory Board has recommended to City Council that it increase the <br />authorized rates to reflect current market conditions and align with the rates authorized <br />by neighboring localities. <br /> <br /> The proposed new maximum towing rates would be $200 for light-weight vehicles, <br />$350 for medium-weight vehicles, and $575 for heavy-weight vehicles. <br /> <br /> The proposed new maximum storage rates would be $50 per day for light- and <br />medium-weight vehicles and $70 for heavy-weight vehicles. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Police Department will utilize the new rates for tow list services. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND RE-ORDAINING SUBSECTION 37-250(B) (TOW <br />BOOK TO BE MAINTAINED BY THE CHIEF OF POLICE; ADDITIONAL FEES) OF <br />DIVISION 1 OF ARTICLE IV (TOW TRUCKS) OF CHAPTER 37 (VEHICLES FOR HIRE) <br />AND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA FOR <br />THE PURPOSE OF MODIFYING POLICE TOW LIST RATES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 115 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />25 - 116 - Items Submitted by Council Members <br /> <br /> Mr. Tillage asked that City Council submit their legislative priorities to the legislative <br /> <br />committee by May 15, 2025.
