182 <br /> <br />November 12, 1985 <br /> <br />(f) GHP 85-28 <br /> <br />- HODGES MANOR NEIGHBORHOOD: Group housing pro;ect application of <br /> Southern Rental, Inc., owner, by Kirk Berkeley, AIA, Architect, for 32 <br /> condominium units on land located on the east side of Hodges Ferry Road <br /> between Portsmouth Boulevard and Logan Drive, lying behind the City of <br /> Portsmouth fire station. <br /> <br /> Kirk Berkeley, Architect, 303 Effingham Street, representing applicant spoke in support <br />of the project. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, that GHP 85-28 as revised for 28 con- <br />dominium units on land located on the east side of Hodges Ferry Road, between Portsmouth Boule <br />yard and Logan Dr~ve, lying behind the City of Portsmouth fire station, to be approved on firs~ <br />reading, and was adopted by unanimous vote. <br /> <br /> 85-357 Mayor Holley recognized citizens representing the Port Norfolk Civic League <br />opposing the construction of the Western Freeway in the Port Norfolk ares. <br /> <br /> Motion of <br />Norfolk Civic <br />(New Business <br /> <br /> Mr. Gray and seconded by Mrs. Lucas, that Harry DeHart, President of Port <br />League, to be permitted to speak at this rime, and was adopted by unanimous <br />) <br /> <br />vote, <br /> <br /> Harry DeHart, 551 Florida Avenue, representing Port Norfolk Civic League, spoke on the <br />concerns of the Civic League opposing ~he Western Freeway in the area, and presented the £ol- <br />lowing petition: <br /> <br /> "Whereas, the State Highway Department has stated that it is proceeding with the construc- <br />tion plans of the "Western Branch Freeway", stopping at the West Norfolk Birdge, the east end <br />of which is located in Port Norfolk, an area that has been designated an historical district <br />by both Sta~e and National Authorities. <br /> <br /> We the undersigned are bitterly opposed to any plan, funding, or construction of such a <br />freeway unless the same shall include the remaining portion from the west end of the West <br />Norfolk Bridge to the Midtown Tunnel, and that all construction shall be done at the same time. <br />Due to the designation, Historical District, the main traffic route should go around and not <br />through the Port Norfolk area. Prince, 529 Douglas Avenue and others' <br /> <br /> Lewis,.Thomas, 131 Flnrida Avenue, representing Port Norfolk Civic League, s~oke with <br />concern on the heavy traffic in the area at ~resen~ and what would take place if the Western <br />Freeway is constructed; also inquired about using city funds when funds are not being used <br />from any other localities. <br /> <br /> Motion of Mr. ~ray and seconded by Mrs. Webb, that the matter be referred to the City <br />Manager to be fcrwarded to the Department of Highways, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 85-319 The following ordinance approved on first reading at the regular meeting of <br />October 22, 1985, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $39,650 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />TO THE CHURCHLAND BRIDGE." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the ordinance was adopted on final <br />reading, and by the following vote: <br /> <br />Ayes: Beamer, Coryrew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 85-321 Resolution appointing viewers to close a portion of Lancaster Street, tabled <br />from the regular meeting of October 22, 1985. (See letter of City Manager recommending adoptio~ <br />on October 22, 1985) <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, that Item 85-321 be removed from the <br />table, and was adopted by unanimous vote. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION OF LANCASTER STREET. <br /> <br /> WHEREAS, Frank C. De Los Reyes, et al, have made application to vacate, close and discon- <br />tinue the hereinafter-described portion of Lancaster Street, and it appearing that notice of <br />~application and request for the appointment of viewers was duly advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />A. N. Kendrick, Waldo Davis, William Choate, James H. Griffin and James 1. Linehan be appointed <br />viewers and that Robert McCurdy and Emerson Smith be appointed alternate viewers in the event <br />one of the preceding Viewers fails to particip~te,~ said viewers to view the hereinafter- <br /> described portion of such street and to report to this Council in writing whether in their <br /> opinion any, and if any what, inconvenience would result in vacating and closing the following: <br /> <br />Lancaster Street <br /> <br /> All that certain piece or parcel of land lying and being in the City of <br />Portsmouth, Virginia, being more particularly described as follows: all that <br /> <br /> <br />
