<br />required. I highly recommend your support for the Victim~Witness Program and the transfer of

<br /> Beverly King, -26 Palmer Street, spoke concerning insufficient help from Social Services
<br />in assisting her to find a place to live. Ms. King did nor understand the Victim'Witness Pro-
<br />gram which did not apply ro her.

<br /> 85-355 Letter from the City Manager transmitting the Comprehensive Annual Financial
<br />Report for the City of Portsmouth for the fiscal year ended June 30, 1985.
<br />
<br /> "The Comprehensive Annual F~nancial Report (CAFR] of the City of Portsmouth for the fiscal
<br />year ended June 30, 1985, is herewith submitted in accordance with the provismon of the City
<br />Code. The report was prepared by the Department of Finance in accordance with generally
<br />accepted accounting principles.
<br />
<br /> This Annual Report was completed approximatel? one month earlier than usual this year so
<br />that it would be available for use in the bond sale. The availability of the current financial
<br />statements contained in the CAFR contributed greatly to the recent upgrading of our bond rating.
<br />I wish ro commend the staff of the Department of Finance for their efforts in completing this
<br />report in such a timely manner.

<br /> Motion of Mr. Gray and seconded by Mr. Beamer, that the report be received as information,
<br />and was adopted by unanimous vote.

<br /> 85-345 The item being moved down, was presented at this time. The City Attorney stated
<br />that he had resolved the matter.

<br /> On motion of Mr. Gray and Mrs. Lucas, the following resolution was adopted, and by the
<br />following vote:

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN A DEED OF EXCHANGE FOR PROPERTY
<br />OF JESSE L. I[ILLIAMS, JR., LOCATED IN SUFFOLK, VIRGINIA.
<br />
<br /> WHEREAS, Jesse L. Williams, Jr., desires to construct an erosion control dam on proFerty
<br />located in the vicinity of the City of Portsmouth Lake Meade reservoir in Suffolk; and
<br />
<br /> WHEREAS,constructmon of said erosion control dam would prevent entry of silt and other
<br />materials into Lake Meade: and
<br />
<br /> WHEREAS, Jesse L. Williams, Jr., has agreed to exchange certain hereinafter de-scribed
<br />property with the City of Portsmouth in order that said erosion control dam may be constructed;
<br />and
<br />
<br /> WHEREAS, Section 2.10 of the Charter of the City of Portsmouth provides that the City
<br />may contract with individuals or others for land, water rights or easements for the use or
<br />pu[chase thereof in connection with the City water supply.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to sign a Deed of Exchange with Jesse L.
<br />Williams, Jr;, for property located in Suffolk, Virginia more particularly described as follows:

<br />To be conveyed to ~esse L. Williams, Jr., and Dorothy G. Williams, his wife:

<br /> All that certain piece or parcel of land, situate in the City of Suffolk,
<br />Virginia, known, lettered and designated as Parcel "A" as shown on a plat showing
<br />exchange of properties between City of Portsmouth and:Jesse L. Williams, Jr., and
<br />Dorothy G. Williams, dated September 4, 1985, revised September 11, 1985, made. by
<br />G. R. Jenkins, Land Surveyor, which plat is to be recorded in the plat book records
<br />of the Clerk's Office of the Circuit Court of the City of Suffolk, Virginia reference
<br />to which plat is hereby made for a more particular description of said property.

<br />To be conveyed to the City of Portsmouth:

<br />September 11, 1985, made by G. R. Jenkins, Land Surveyor, which plat is to be
<br />recorded in the plat book records of the Clerk's Office of the Circuit Court of
<br />the City of Suffolk, Virginia, reference to which plat is hereby made for a more
