November 12, 1985 <br /> <br /> 1. That the impoundment area cannot be used for any type of waste disposal or other <br />activity that would be harmful to the Lake Meade reservoir facility as a potable water source. <br /> <br /> 2. That the impoundment <br />nor can the waters contained <br />of the City of Portsmouth. <br /> <br />area cannot be used as a source of potable water For public sale <br />therein be diverted to another drainage area without approval <br /> <br /> 3. That the erosion control dam shall be constructed in accordance with plans as <br />approved by the City and the U. S. Soil and Conservation Service." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 85-357 Jack P. Barnes, 5000 Portsmouth Blvd., spo~e in reference to voting precincts <br />and the hardships of availability to our elderly and handicapped citizes. He asked if the <br />City might be able to help with the parking for these citizens. <br /> <br /> 85-358 - Carolyn Johnson, 840 Outerbridge Quay, Virginia Beach, representing, Tidewater <br />Chapter Anti-Apartheid Coalition of Virginia, spoke concerning Police Chief hosting <br />South African Police visting our City, and ask City Manager to fire him. <br /> <br /> Minister Rafiq Zaidi, 547 Edwards Street, representing Black Concerned Citizens, spoke <br />against the Police Chief's actions relating to ~Kiting South AfrScan Police Officers. <br /> <br /> 85-359 Motion of Mr. Beamer and seconded by Mrs. Webb to have the prayer of Rev. Wall <br />offered during the invocation spread upon the minutes and was adopted by unanimous; <br /> <br /> Let us pray -- ['AlMighty God, The Fountain of all wi~so~, guide and direct, we humbly <br />beech Thee, the minds of the members of our City Council. Grant that the effect of the <br />decisicns from time to time, may always promote Thy glory ~B~ the welfare of the peonle <br />of our City. Grant that these chosen offiaials may have spirit of wisdom, courage, ~ <br />sympathy and true Godliness. May they always be leaders whom the lust of office does not <br />kill: WHDM the spoils of office cannot buy, who have honor and will not lie. So rule their <br />lives by Thy power, that they may be truthful in thought and word and deed. Arm them with <br />~uch trust and truth that is invisible that they may ask no rest from it demand, and have no <br />fear mn its service. May Your divine spirit direct them in this meeting, this night through <br />Jesus Christ our Lord Amen." <br /> <br />85-360 Mrs. Mable Raymor, signed card late in meeting to speak before Council. <br /> <br />Motion of Mr. Beamer and seconded by Mr. Corprew to suspend the rules to hear speaker. <br />Motion was denied by the following vote: <br /> <br />Ayes: Beamer, Corprew, Holley <br />Nays: Gray, Lucas, Webb, Whitlow <br /> <br /> 85-361 - On motion of Mr. Gray and seconded by Mr. Whitlow, to go into executive session <br />to discuss the following, and was adopted by unanimous vote: <br /> <br />(1) Use, Sale, or Acquisition of <br /> Public Property <br />(2) Consultation and Briefing on <br /> Legal Matters including <br /> Contracts and Litigation <br /> (3) A Perscnnel Matter <br /> (4) Boards 8 Commissions <br /> <br />On motion meeting adjourned at <br />APPROVED -~ <br /> <br /> Mayo <br /> <br />lO:lS <br /> <br /> <br />
