191 <br /> <br />November 12, 1988 <br /> <br />"A RESOLUTION SUPPORTING THE DEVELOPMENT OF A SMALL BUSINESS DEVELOPMENT PROGRAM <br />AND AUTHORrZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING, <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia recognizes the important <br />contribtuion of small business to local job creation and the expansion of the tax base; <br />and <br /> <br /> WHEREAS, the Small Business Development Sytem, developed by the Economics Department <br />of the Bank of Boston, is directed specifically at successful identification of promising <br />business opportunities and the formation of small business within a targeted area; and <br /> <br /> WHEREAS, the Small Business Development System links together market opportunities, <br />access to capital and management training and, when implemented, will encourage the growth <br />of new small and minority businesses; and <br /> <br /> WHEREAS, the newly created businesses will expand the number of job opportunities avail- <br />able in Portsmouth; and <br /> <br /> WHEREAS, the Department of Houging and Urban Development is requesting application for <br />grant funds to replicate the Small Business Program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia <br />endorses the development of a Small Business Development Program and that the City Manager <br />be, and he hereby is, authorized to submit an application to the Department of Housing <br />and Urban Development to replicate the Small Business Development System and to execute any <br />documents as may be required in order to implement the Program." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 88-352 Letter from the City Manager recommending adoption of a motion to refund $202.27 <br />(without interest) to D. L. Peterson Trust, Tax Department, for 1985 Personal Property Taxes. <br /> <br /> "The Commissioner of The Revenue is requesting a refund of 1985 Personal Property taxes <br />to D. L. Peterson Trust, Tax Department, 11333 McCormick Road, Baltimore, Maryland 21203. <br /> <br /> D. L. Peterson Trust purchased Decal and paid Personal Property on a 1981 Oldsmobile <br />error. The Oldsmobile was sold in 1984. We request a refund of ~202.27 without interest. <br />D. L. Peterson did not inform the office that the car had been sold. <br /> <br />I recommend that Council adopt this motion, and a refund be granted.' <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that <br />D. McKinney, Jr., P. O. Box 6536, Portsmouth, Virginia 23703. <br /> <br /> the assets of Samac's Corporation were sold <br />16, 1985. Harris, Director of the Deparment of <br />Criminal Justice Services, of a grant award of $30,979 to fund the Victim~Witness program in <br />the Commonwealth's Attorney's Office. <br /> <br /> The criminal justice system often poses unnecessary difficulties for victims and witnesse <br />The Victim/Witness program is designed to promote sensitive treatment of innocent crime <br />speed recovery in cases of compensible financial, losses, and reduce physical and emotional <br />suffering of victims and witnesses.
