Donna Biggs, 3104 Garland Drive, requested information on how grant was obtained <br /> and how the funds would be spent. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM INCOME IN THE AMOUNT OF $89,840 AND HOME INVESTMENT <br />PARTNERSHIPS PROGRAM INCOME IN THE AMOUNT OF $24,844.49 AND <br />APPROPRIATING SAID AMOUNTS IN THE FY 2025 COMMUNITY PLANNING AND <br />DEVELOPMENT PROGRAM FUND. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />25 - 64 - Adoption of an ordinance accepting funding in the amount of $103,401.84 <br />from the Virginia Department of Health through the Virginia Resources Authority <br />and: (1) appropriating said amount in the FY 2025 General Fund Budget; and (2) <br />transferring said amount to the Miscellaneous Water Work category of the FY 2025 <br />Capital Improvement Fund Budget for the development of a Lead Service Line <br />Inventory and Sampling Plan by the Department of Public Utilities. <br /> <br />Background: <br /> <br /> Lead and Copper Rule Revisions adopted by EPA require public water supply <br />owners to develop and implement a Lead Service Line replacement program. This is a <br /> <br />federal mandate. <br /> <br /> One of the necessary program tasks is the development of a Lead Service Line <br /> <br />Inventory and Sampling Plan. <br /> <br /> The City applied to the Virginia Department of Health for a low-interest loan to help <br /> <br />fund the development of the Inventory and Sampling Plan. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Health has forgiven repayment of the loan and has <br />converted the financing into a grant.
