February 25, 2025 <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />City of Portsmouth $30,000 for 2024 (FY25) for emergency responses provided by the <br />Southside Regional Hazardous Materials Emergency Response Team\\SRHMR. <br /> <br /> The funds received enable Portsmouth who is the lead City for the Southside <br />Regional Hazardous Materials Emergency Response Team to maintain a superior level <br />of readiness regarding response, equipment, training, and technical expertise in dealing <br />with hazardous materials as required by the Commonwealth of Virginia Department of <br />Emergency Management\\ VDEM. <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in protecting the environment and the health, <br />safety and welfare of the people of the Commonwealth of Virginia from the dangers and <br />potential dangers of accidents and incidents involving hazardous materials. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES will proceed with the necessary purchases in accordance with the established <br /> <br />guidelines by the Commonwealth of Virginia Department of Emergency Management\\VDEM. <br /> <br />Motion by Ms. Bryant, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $30,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE SOUTHSIDE REGIONAL <br />HAZARDOUS MATERIALS RESPONSE TEAM. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />25 - 63 - Adoption of an ordinance accepting Community Development Block Grant <br />program income in the amount of $89,840 and HOME Investment Partnerships <br />Program Income in the amount of $24,844.49 and appropriating said amounts in <br />the FY 2025 Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> The following amounts need to be added to the appropriation for the Community <br />Planning and Development Program for FY 2025: $89,840 of program income generated <br />by the sale of land and $24,844.49 of program income generated by the repayment of a <br />housing rehabilitation loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 2025 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br />
