February 25, 2025 25 - 65 - Adoption of an ordinance accepting funding in the amount of $150,000 from the Virginia Department of Health through the Virginia Resources Authority and appropriating said amount in the FY 2025 General Fund Budget for the development of a Lead Service Line Replacement Gap Analysis and Action Plan by the Department of Public Utilities. Background:  Lead and Copper Rule Revisions adopted by EPA require public water supply owners to develop and implement a Lead Service Line replacement program. This is a federal mandate.  One of the necessary program tasks is the development of a Lead Service Line Replacement Gap Analysis and Action Plan.  The City applied to the Virginia Department of Health for a low-interest loan to help fund the development of the Action Plan. Discussion:  The Virginia Department of Health has forgiven repayment of the loan and has converted the financing into a grant. It is necessary to appropriate the grant funds. Financial Impact:  Since it is being converted to a grant, the City will not have to repay the Virginia Department of Health financing. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $150,000 FROM THE VIRGINIA DEPARTMENT OF HEALTH THROUGH THE VIRGINIA RESOURCES AUTHORITY AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GENERAL FUND BUDGET FOR THE DEVELOPMENT OF A LEAD SERVICE LINE REPLACEMENT GAP ANALYSIS AND ACTION PLAN BY THE DEPARTMENT OF PUBLIC UTILITIES. ” Ayes: Bryant, Hugel, Moody, Thomas, Glover Nays: None 25 - 66 - Adoption of an ordinance accepting additional Family Preservation and Support Program funding in the amount of $599 from the Virginia Department of Social Services and appropriating said amount in the FY 2025 Social Services Fund for DSS to provide counseling, protective, residential, and transportation services. Background:  Funding for the Family Preservation and Support Program helps to strengthen the family unit or to prevent or remedy neglect or abuse of children who may be at-risk of entering foster care.  The primary purpose of the Family Preservation and Support Program is to help children and families that are in crisis and need short-term support to become self- sustaining. Discussion:  Portsmouth Social Services has been awarded additional funding in the amount of $599 to provide additional services to children and families that meet eligibility requirements for the program.  The additional funds will be used for counseling services, protective services, residential services, and transportation services.
