February 25, 2025 <br /> <br />25 - 65 - Adoption of an ordinance accepting funding in the amount of $150,000 <br />from the Virginia Department of Health through the Virginia Resources Authority <br />and appropriating said amount in the FY 2025 General Fund Budget for the <br />development of a Lead Service Line Replacement Gap Analysis and Action Plan by <br />the Department of Public Utilities. <br /> <br />Background: <br /> <br /> Lead and Copper Rule Revisions adopted by EPA require public water supply <br />owners to develop and implement a Lead Service Line replacement program. This is a <br /> <br />federal mandate. <br /> <br /> One of the necessary program tasks is the development of a Lead Service Line <br /> <br />Replacement Gap Analysis and Action Plan. <br /> <br /> The City applied to the Virginia Department of Health for a low-interest loan to help <br /> <br />fund the development of the Action Plan. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Health has forgiven repayment of the loan and has <br />converted the financing into a grant. It is necessary to appropriate the grant funds. <br /> <br />Financial Impact: <br /> <br /> Since it is being converted to a grant, the City will not have to repay the Virginia <br />Department of Health financing. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $150,000 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH THROUGH THE VIRGINIA RESOURCES <br />AUTHORITY AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GENERAL <br />FUND BUDGET FOR THE DEVELOPMENT OF A LEAD SERVICE LINE <br />REPLACEMENT GAP ANALYSIS AND ACTION PLAN BY THE DEPARTMENT OF <br />PUBLIC UTILITIES. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />25 - 66 - Adoption of an ordinance accepting additional Family Preservation and <br />Support Program funding in the amount of $599 from the Virginia Department of <br />Social Services and appropriating said amount in the FY 2025 Social Services Fund <br />for DSS to provide counseling, protective, residential, and transportation services. <br /> <br />Background: <br /> <br /> Funding for the Family Preservation and Support Program helps to strengthen the <br />family unit or to prevent or remedy neglect or abuse of children who may be at-risk of <br />entering foster care. <br /> <br /> The primary purpose of the Family Preservation and Support Program is to help <br />children and families that are in crisis and need short-term support to become self- <br />sustaining. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services has been awarded additional funding in the amount of <br />$599 to provide additional services to children and families that meet eligibility <br /> <br />requirements for the program. <br /> <br /> The additional funds will be used for counseling services, protective services, <br />residential services, and transportation services. <br /> <br /> <br /> <br /> <br /> <br />
