February 25, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 25, 2025, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Kathryn W. <br />Bryant, *Dr. William S. Dodson, Jr., Yolanda E. Thomas, City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of February 10, 2025, of a Called Meeting of February 11, 2025, and of a Regular <br />Meeting of February 11, 2025, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />25 - 61 - Adoption of an ordinance accepting Dog and Cat Sterilization funds in the <br />amount of $1,290 from the Virginia Department of Motor Vehicles and appropriating <br />said amount in the FY 2025 Grants Fund to support a sterilization program for dogs <br />and cats. <br /> <br />Background: <br /> <br /> The Department of Motor Vehicles sells “Animal Friendly” license plates to benefit <br />dog and cat sterilization programs in the Commonwealth. <br /> <br /> Based on sales of the license plate in Portsmouth, the City is entitled to $1,290 <br />from the DMV. <br /> <br />Discussion: <br /> <br /> The funds must be used to support a dog and cat sterilization program, which may <br /> <br />include the sterilization program operated by the Portsmouth Humane Society. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING DOG AND CAT STERILIZATION FUNDS IN THE <br />AMOUNT OF $1,290 FROM THE VIRGINIA DEPARTMENT OF MOTOR VEHICLES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND TO <br />SUPPORT A STERILIZATION PROGRAM FOR DOGS AND CATS. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />25 - 62 - Adoption of an ordinance accepting funding in the amount of $30,000 from <br />the Virginia Department of Emergency Management and appropriating said amount <br />in the FY 2025 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services for the Southside Regional Hazardous Materials Response <br />Team. <br /> <br /> <br /> <br /> <br /> <br />
