February 11, 2025 <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby designates the portion of Rapidan Street located between <br />Greenwood Drive and Hancock Avenue with the honorary street name of “Jerome L. <br />Williams Way”. <br /> <br />2. That in accordance with the Honorary Street Designation Policy, the <br />designated name of “Jerome L. Williams Way” is for honorary purposes only and does <br />not change the official name of Rapidan Street. <br /> <br /> <br />3. That this resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />25 - 49 - Adoption of an ordinance accepting Problem Gaming Prevention funding <br />in the amount of $25,280.00 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2025 Behavioral <br />Healthcare Service Fund for use by BHS to provide services designed to address <br />problem gambling. <br /> <br />Background: <br /> <br /> Problem Gambling Prevention Services are targeted to increase awareness of the <br />following: definition of gambling, risk and protective factors of problem gambling, <br />alternatives to gambling, safer gambling practices, gambling laws, and help resources for <br />those experiencing problems from gambling. This is done by working with community <br />businesses, organizations, coalitions, media, local governments, and schools to carry out <br />strategies and services. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services is <br />awarding $25,280 of on-going funding to the Portsmouth Department of Behavioral <br />Healthcare Services. These funds will be utilized for Problem Gambling Prevention <br />Services. <br /> <br /> Problem Gambling Prevention Service funds are allocated for the purpose of <br />information dissemination (media posts, PSA’s, ads, website development, podcasts, <br />etc.), education (merchant education, school curriculum, worksite education, etc.), <br />environmental (policy or practice changes, social marketing campaigns with calls to <br />action, etc.), capacity building (conference participation, PG memberships, outreach, <br />etc.), and funding staff time or materials to carry out the administration of problem <br />gambling prevention strategies. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROBLEM GAMBLING PREVENTION FUNDING IN THE <br />AMOUNT OF $25,280 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO <br />PROVIDE SERVICES DESIGNED TO ADDRESS PROBLEM GAMBLING. <br />” <br /> <br /> <br /> <br /> <br />
