February 11, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 11, 2025, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />Pastor Michael Porter, Sr., opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of January 28, 2025, and of a Regular Meeting of January 28, 2025, and was <br />adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />25 - 48 - Public hearing on honorary street name designation application: <br /> <br />HSND-24-01 CAVALIER MANOR – Resolution granting the request of S. Lowry, <br />on behalf of New Testament Church Ministries, for an Honorary <br />Street Name Designation to designate a portion of Rapidan Street <br />between Greenwood Drive and Hancock Avenue as “Jerome L. <br />Williams Way” in recognition of Jerome L. Williams, the current <br />pastor of New Testament Church Ministries in Portsmouth. The <br />property is public right-of-way owned by the City of Portsmouth. The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property for transportation. Planning <br />Commission recommends approval. <br /> <br />1. Samuel Lowry, 1705 Dock Landing Road, Chesapeake, presented the application. <br /> <br />2. Ray Smith, 1227 Darren Drive, spoke in support of this item. <br /> <br />Motion by Ms. Thomas, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION DESIGNATING AN HONORARY STREET NAME OF “JEROME L. <br />WILLIAMS WAY” FOR THE PORTION OF RAPIDAN STREET LOCATED BETWEEN <br />GREENWOOD DRIVE AND HANCOCK AVENUE. <br /> <br />WHEREAS <br />, by Resolution R-24-19 adopted on July 23, 2024, the City Council <br />adopted an Honorary Street Designation Policy; and <br /> <br />WHEREAS <br />, the purpose of the Honorary Street Designation Policy is to recognize <br />and honor the citywide contribution, impact, or fame of Portsmouth individuals and groups <br />without changing the official names of streets or the addresses of residents and <br />businesses; and <br /> <br />WHEREAS <br />, S. Lowry, on behalf of New Testament Church Ministries, filed an <br />application requesting an Honorary Street Name Designation to designate a portion of <br />Rapidan Street between Greenwood Drive and Hancock Avenue as “Jerome L. Williams <br />Way”; and <br /> <br />WHEREAS <br />, the honorary designation application seeks to honor the contributions <br />to the city of Jerome L. Williams, who is the current pastor of New Testament Church <br />Ministries, for his community leadership and his support of outreach programs, including <br />toy drives, back-to-school drives, food pantries, and college scholarship funds; <br /> <br /> <br /> <br /> <br />
