199 <br /> <br />November 26~ 1985 <br /> <br /> 85-367 Letter from the City Manager recommending adoption of an ordinance to appropriat~ <br />$150,000 for replacement and addition of video display terminals and microcomputers. <br /> <br /> "The DirecTor of Compu.ter Services is.r~questing an appropriations'of ~$150~000 for the <br />purchase of data processing equipment. This amount is available from the retained earnings <br />currently existing in the Computer Services Fund. The majority of this amount will be used <br />for the purchase of replacement computer terminals. Also included are the purchases of <br />multiplexors, modems and 16 additional terminals. A listing of the identified equipment <br />needs is attached. <br /> <br /> In a continuing program to minimize cost, the cemputer terminals are being repaired in- <br />house whenever possible, and replaced onl~ as necessary. Therefore, funding for only about <br />half of the total equmpmen~ needs is being requested at this time, with the remainder to be <br />funded in future budgets. In fact, over half of the appropriation which is now being requeste <br />was available in last year's budget, but was allowed to laFse (into retained earnings) because <br />of the deferral of the equipment purchases. Our computer services staff is to be commended <br />for their efforts in maintaining the existing equipment for as long as possible in order to <br />same money by deferring the replacement purchases. <br /> <br /> This appropriation is recommended at this time so that procurement and implementation <br />can proceed in a timely manner. All purchases will be made in accordance with the standard <br />procurement procedures. I concur in the request of the Director of Computer Services, and <br />recommend that this appropriation in the amount of $150,000 be approved.' <br /> <br /> On motion by Mrs. Lucas and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, by unanimous vote: <br /> <br />"AN ORDINANCE TO ~PPROPRIATE $15~,000 FROM THE COMPUTER SERVICES FUND FOR REPLACEMENT <br />AND ADDITION OF VIDEO DISPLAY TERMINALS AND MICRO COMPUTERS." <br /> <br /> 85-368 Letter from the City Manager recommending adoption of an ordinance to appropriat~ <br />$400,000 for construction of the Red Barn Road Sewage Pumping Station and Gravity Sewer. <br /> <br /> "On November 20, 1984, Council granted approval for a group housing project for Peachtree <br />Associates, which was designated as GHP-84-15. This approval was conditioned on the developer <br />securing an agreement ~cceptable to the City of Portsmouth for the provision of adequate sewer <br /> <br /> Subsequently, the develoner entered into an agreement with the City To expedite the <br />construction of a sewage pump station in accordahce with fhe plans and specifications of the <br />City, as approved by the Public Utilities Director and the City Engineer. By this contract, <br />the City agreed to purchase the sewage pump station from the developer no later than J'a~uary <br />i5, 1986, and to pay a purchase price equal to the actual cost of c~nstruction. This agmeemen' <br />was made contingent on the approval by City Council of an appropriation of funds for the <br />purchase of the sewage pump station. <br /> <br /> The recently adopted 1985-90 CIP includes $429,000 for the purchase of this sewage pump <br />station, which is known as Red Barn Road Sewage Pump Station, from Peachtree Associates. The <br />actual cost of construction was $386,409. The Director of Public Utilities recommends an <br />appropriation of $400,000 which includes cost of reimbursement To Peachtree Associates and <br />any potential change orders [contingency). <br /> <br /> I believe this project it indicative of our desire to promote development in an orderly <br />manner without compromising our commitment to provide the highest level of service to our <br />citizens. While this project has beem identified in past Capital Improvement Plans without <br />this public/private partnership it would be 12-18 months from fruition. <br /> <br /> Based upon the recommendation of the Director of Public Utilities; I, therefore recommend <br />appropriation of $400,000 for purchase of the Red Barn Sewage Pump Station." <br /> <br /> On motion by Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $400,000 FROM THE PUBLIC UTILITIES CAPITAl IMPROVEMENT <br />FUND FOR CONSTRUCTION OF THE RED BARN ROAD SELVAGE PUMPING STATION AND GRAVITY SEWER." <br /> <br /> 85-3~ Letter from the City Manager recommending adoption of an ordinance to appropriat <br />$11,7000 ~o redesign the entrance to the Manor Branch Library. <br /> <br /> "The 1985/90 Capital Improvement Program authorizes the expediture of $11,700 to expand <br />the Manor Branch Public Library. The existing branch in Manor High School has outgrown the <br />space available to it. Books are stored on this sides on tcp of the shelves and on the floor. <br />The Pbrtsmouth Public Schools has agreed to donate a classroom to the Library to make the <br />expansion possible. <br /> <br /> This project will be done by City work forces, and most of the cost involved will be for <br />purchase of new shelving and for relocation of telephon~ lines. The Library Director and <br />the Director of General Services have both recommended that this project be accomplished, and <br />I concur with that recommendation. I therefore request that you apprcpriate $11,700, ~n <br />accordance with the attached ordinance." <br /> <br /> On mction by Mrs. Lucas and seconded by ~4rs.
