November 26, 1985 WHEREAS, the applicant and the Planning Director have done all things required ro be done · n connection with said application; and WHEREAS, the Planning Commission has made a recommendation pertaining to the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: That the use for which the use permit is sought: (a) Will not adversely affect the health and safety of persons residing or ~rking in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to the property or improvements in the neighborhood; and (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code 2. Dr. Hugo A. Owens, Sr. is hereby granted a use permit pursuant to Section 40-121 (a) (i) of the Code of the City of Portsmouth, Virginia to operate a funeral home at 610 Green Street (Tax Map 25, ParceI 32). 3. This use permit is approved subject to the following conditions: (a) Off-street automobile parking shall be provided as specified in Section 40-45 for mortnraries and funeral homes. (b) The applicant shall garage ands~dX~gubmit such proposed and approval within ninety (90) days provide improvements to the facade of the building and improvements to the D-1 Design Committee for their review from the date of the issuance of this use permit." "As you are aware, as part of City Council's goal ~o improve Portsmouth's aDpearance and · mage, the Parks and Recreation Departmen~ has undertaken an extensive pro,ram of tree plant- lngs and other landscape improvements. During the past year, 568 trees and shrubs were plante in several locations. The 1985-86 Capital Improvement Program authorizes $30,000 fiscal year.
