<br /> "Manor Green Associates has made application to close a ~ortion of Powell Street in
<br />connection with the proposed commercial development on the south side of Portsmouth Boulevard.
<br />The viewers appointed by City Council on August 18, 1985 and the Planning Commission have
<br />recommended approval of this application.
<br />
<br /> There are certain public utility facilities

<br />EASEMENT IN CHURCHLAND SHOPPING CENTER.

<br /> ~fHEREAS, by deed recorded in Deed Book 611, page 387, in the Clerk's Office of the Circui~
<br />Court of the City of Portsmouth, Virginia, the owners of proFer~y known as Churchland Shopping
<br />Center dedicated a certain 10' waterline easement to the City of Portsmouth; and
<br />
<br /> WHEREAS, said waterline easement is no longer used by the Public Utilities Department
<br />and said waterlines are to be relocated by the present owner of the Churchland Shopping Center
<br />and a new easement dedicated to the City.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to sign a Deed of Release for the 10' water-
<br />line easement dedicated by deed recorded in Deed Book 611, page 387 in the Clerk's Office of
<br />the Circuit Court of the City of Portsmouth, Virginia.

<br /> BB IT FURTHER RESOLVED that the City Manager be, and he hereby is, instructed to obtain
<br />from the property owners a dedication 6f a new waterline easement nrior to releasing the
<br />existing easement."

<br /> 85-372 Letter from the City Manager recommending adoCtion of a resolution authorizing
<br />the issuance of Industrial Development Revenue Bonds in an amount not to exceed $2,000,000
<br />for the benefit of Evans-Majer-Stewart Associates, a Virginia General Partnership, for assis-
<br />tance in financing a portion of the cost of acquiringi constructing, and equipping a $6-unit
<br />multi-family residential rental housing project located on Turnpike Road in the City of
<br />Portsmouth.
<br />
<br /> ',The Portsmouth Redevelopment and Housing Authority held a public hearing to, consider the
<br />issuance of Industrial Development Revenue Bonds for Evans-Majer-Stewart Associates, a Virgini~
<br />General Partnership, in an amount not to exceed $2,000,000 for assistance in financing a
<br />portion of the cost of acquiring, constructing and equipping a 56-unit multi-family residential
<br />retnral housing project located at 3719, 3721, 3723 Turnpike Road.
<br />
<br /> The Portsmouth Redevelopment and Ho~ing Authority adopted a Resolution of Intent to issm
<br />the Bonds, and in accordance with the applicable state and federal law, has requested City
<br />Council's approval of same~ The necessary documentation~ including the Fiscal Impact Statemen'
<br />for the project is enclosed for your information.
<br />
<br /> The developer has not satisfied all requirements under the City's group housing review
<br />procedures at this time but desires to close on this bond issue prior to December 31st.
<br />Therefore, I recommend approval contingent upon final approval of the development under the
<br />g~oup housing review process."
