November 12, 2024 <br /> <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For the match to be counted as cash or in-kind, amounts must be used for CoC <br />Planning eligible activities. For CoC Planning projects match must be equal to, or greater <br />than, 25 percent of the total grant request. <br /> <br /> PDSS has budgeted for the cash match. <br /> <br />Financial Impact: <br /> <br /> PDSS will be responsible for the 25% cash match, which match has been <br /> <br />previously appropriated into the FY 2025 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CONTINUUM OF CARE PLANNING GRANT FUNDS IN <br />THE AMOUNT OF $78,460 FROM THE U.S. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />SOCIAL SERVICES FUND BUDGET FOR USE BY DSS FOR PLANNING <br />ACTIVITIES. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 335 - Adoption of an ordinance accepting Supplementary Workforce Funding <br />in the amount of $59,235.14 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2025 Behavioral <br />Healthcare Service Fund Budget for use by BHS to support workforce initiatives. <br /> <br />Background: <br /> <br /> Supplementary CSB Workforce Funding may be used to support paid internships <br />and scholarship opportunities for students or staff entering behavioral health or other <br />relevant certifications and degrees at two-and four-year colleges and universities and <br />other educational career development settings, or to cover clinical supervision hours, for <br />reimbursement for the cost of obtaining licenses, certifications, and exams necessary for <br />employment in relevant careers, to provide loan repayment, and other initiatives that may <br />assist in growing the CSB workforce. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services is <br />awarding $59,235.14 of on-going funding to the Portsmouth Department of Behavioral <br />Healthcare Services. These funds will be utilized for supplementary CSB workforce <br />initiatives. <br /> <br /> The Supplementary CSB Workforce funds are allocated to support paid internships <br />and scholarship opportunities for students or staff entering behavioral health or other <br />relevant certifications and degrees at two-and four-year colleges and universities and <br />other educational career development settings that assist in growing the CSB workforce. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br /> <br /> <br /> <br />
