November 12, 2024  The grant has match contributions that can be cash, in-kind, or a combination of both. For the match to be counted as cash or in-kind, amounts must be used for CoC Planning eligible activities. For CoC Planning projects match must be equal to, or greater than, 25 percent of the total grant request.  PDSS has budgeted for the cash match. Financial Impact:  PDSS will be responsible for the 25% cash match, which match has been previously appropriated into the FY 2025 Social Services Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the appropriate budget adjustments. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING CONTINUUM OF CARE PLANNING GRANT FUNDS IN THE AMOUNT OF $78,460 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL SERVICES FUND BUDGET FOR USE BY DSS FOR PLANNING ACTIVITIES. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 335 - Adoption of an ordinance accepting Supplementary Workforce Funding in the amount of $59,235.14 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY 2025 Behavioral Healthcare Service Fund Budget for use by BHS to support workforce initiatives. Background:  Supplementary CSB Workforce Funding may be used to support paid internships and scholarship opportunities for students or staff entering behavioral health or other relevant certifications and degrees at two-and four-year colleges and universities and other educational career development settings, or to cover clinical supervision hours, for reimbursement for the cost of obtaining licenses, certifications, and exams necessary for employment in relevant careers, to provide loan repayment, and other initiatives that may assist in growing the CSB workforce. Discussion:  The Virginia Department of Behavioral Health and Developmental Services is awarding $59,235.14 of on-going funding to the Portsmouth Department of Behavioral Healthcare Services. These funds will be utilized for supplementary CSB workforce initiatives.  The Supplementary CSB Workforce funds are allocated to support paid internships and scholarship opportunities for students or staff entering behavioral health or other relevant certifications and degrees at two-and four-year colleges and universities and other educational career development settings that assist in growing the CSB workforce. Financial Impact:  No local match is required as a condition of the funding at this time. Recommended Action :  Adoption of the ordinance.
