November 12, 2024 <br /> <br />24 - 333 - Adoption of an ordinance accepting Fostering Futures IV-E Foster Care <br />funds in the amount of $48,000 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2025 Social Services Fund Budget for use by <br />DSS to provide foster care assistance for youths between the ages of 18 to 21. <br /> <br />Background: <br /> <br /> Foster care is a temporary response to difficulties in the family situation, not a long- <br />term solution to family difficulties. <br /> <br /> Traditionally, foster care ends when a child reaches the age of 18. <br /> <br /> By extending foster care services to age 21, youth will be able to successfully <br />transition to adulthood and create more positive and permanent connections. <br /> <br /> Title IV-E case records must document initial and current eligibility as specified in <br />the Title IV-E Eligibility Manual <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services is requesting additional funding in the amount of <br /> <br />$48,000. <br /> <br /> <br /> Title IV-E pays for maintenance costs of eligible youth ages 18 to 21 who are <br /> <br />participating in the Fostering Futures program. <br /> <br />Financial Impact: <br /> <br /> There is no local match. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOSTERING FUTURES IV-E FOSTER CARE FUNDS IN <br />THE AMOUNT OF $48,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL <br />SERVICES FUND BUDGET FOR USE BY DSS TO PROVIDE FOSTER CARE <br />ASSISTANCE FOR YOUTHS BETWEEN THE AGES OF 18 TO 21. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 334 - Adoption of an ordinance accepting Continuum of Care Planning Grant <br />funds in the amount of $78,460 from the U.S. Department of Housing and Urban <br />Development and appropriating said amount in the FY 2025 Social Services Fund <br />Budget for use by DSS for planning activities. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers, and State and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effect utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the lead agency for the CoC and has received a Planning Grant <br />in the amount of $78,460 for eligible planning activities. <br /> <br /> <br /> <br /> <br /> <br />
