October 22, 2024 <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> City staff will work with VOF to draft the easement. <br /> <br /> The City Manager will sign the grant agreement and the easement. <br /> <br /> The City will use the grant funding to construct the improvements to the property. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) ACCEPTING A PRESERVATION TRUST FUND GRANT IN THE <br />AMOUNT OF $376,247.25 FROM THE VIRGINIA OUTDOORS FOUNDATION AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR THE <br />PURPOSE OF RENOVATING MAPLEWOOD PARK LOCATED AT 3235 <br />PORTSMOUTH BOULEVARD AND (2) AUTHORIZING THE CONVEYANCE OF A <br />PERMANENT EASEMENT IN FAVOR OF THE VIRGINIA OUTDOORS FOUNDATION <br />OR ITS DESIGNEE ENCUMBERING APPROXIMATELY 1.80 ACRES OF OPEN <br />SPACE AT 3235 PORTSMOUTH BOULEVARD IN COMPLIANCE WITH THE <br />REQUIREMENTS OF VIRGINIA CODE SECTION 10.1-1801.1 AND VIRGINIA CODE <br />SECTION 10.1-1700. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 310 - Adoption of an ordinance accepting a Bulletproof Vest Partnership grant <br />in the amount of $25,777.26 from the Department of Justice – Bureau of Justice <br />Assistance and appropriating said funds in the FY 2025 Grants Fund for use by the <br />Police Department ($21,332.90) and the Sheriff’s Office ($4,444.36) to acquire <br />bulletproof vests. <br /> <br />Background: <br /> <br /> <br /> The Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) has <br />awarded Portsmouth $25,777.26 under the Fiscal Year (FY) 2024 Patrick Leahy <br />Bulletproof Vest Partnership (BVP) solicitation. The grant funding is for the purchase of <br />bulletproof vests for the Portsmouth Police Department ($21,332.90) and Sheriff’s Office <br />($4,444.36) personnel. <br /> <br />Discussion: <br /> <br /> There is a 50/50 cash match for this grant. The Police Department received <br />$21,333.90 in federal funds and will match that amount from their Uniform budget line for <br />a total of $42,665.80. The Sheriff’s Office received $4,444.36 in federal funds and will <br />match from their general fund budget for a total of $8,888.72. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> The matching funds are already appropriated in the Uniform line item of the Police <br />Department’s General Fund Budget and the Sheriff’s Office General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
