October 22, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 22, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Mark <br />A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda <br />Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of October 8, 2024, and of a Regular Meeting of October 8, 2024, and <br />was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />24 - 308 Public hearing with respect to the proposed adoption by the City Council of <br />resolutions requesting that the General Assembly amend the present City <br />Charter. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to proposed changes <br /> to the City Charter. <br /> <br />- City Manager’s Report - <br /> <br />24 - 309 - Adoption of an ordinance (1) accepting a Preservation Trust Fund Grant <br />in the amount of $376,247.25 from the Virginia Outdoors Foundation and <br />appropriating said amount in the FY 2025 Grants Fund for the purpose of <br />renovating Maplewood Park located at 3235 Portsmouth Boulevard and (2) <br />authorizing the conveyance of a permanent easement in favor of the Virginia <br />Outdoors Foundation or its designee encumbering approximately 1.80 acres of <br />open space at 3235 Portsmouth Boulevard in compliance with the requirements of <br />Virginia Code Section 10.1-1801.1 and Virginia Code Section 10.1-1700. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a Preservation Trust Fund grant through the <br />Virginia Outdoors Foundation (VOF) in the amount of $376,247.25 to use towards <br />renovating Maplewood Park, located at 3235 Portsmouth Boulevard. <br /> <br /> The grant will be used to make park and playground improvements to the property. <br /> <br />Discussion: <br /> <br /> As a condition of the grant, a permanent easement must be placed on the property <br />for the benefit of the Virginia Outdoors Foundation or its designee and including the <br />following terms: <br /> <br /> Requiring that the use of the property conform to the official comprehensive plan <br />for the area in which the property is located; <br /> <br /> Providing a permanent right of public access to the property; <br /> <br /> Restricting any division of the property; <br /> <br /> Limiting impervious cover on the property to 50% of the total area; <br /> <br /> Limiting the type of structures allowed on the property to those that support the <br />public use of the property as a park; and <br /> <br /> Including a conversion/diversion clause. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local cash match required as a condition of the funding. <br /> <br /> <br /> <br /> <br /> <br />
