October 22, 2024 <br /> <br />“ORDINANCE ACCEPTING A BULLETPROOF VEST PARTNERSHIP GRANT IN THE <br />AMOUNT OF $25,777.26 FROM THE DEPARTMENT OF JUSTICE – BUREAU OF <br />JUSTICE ASSISTANCE AND APPROPRIATING SAID FUNDS IN THE FY 2025 <br />GRANTS FUND FOR USE BY THE POLICE DEPARTMENT ($21,332.90) AND THE <br />SHERIFF’S OFFICE ($4,444.36) TO ACQUIRE BULLETPROOF VESTS. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 311 - Adoption of an ordinance amending and reordaining Sections 6-2 and 6- <br />7 of Article I of Chapter 6 (Boats and Waterways) of the Code of the City of <br />Portsmouth, Virginia for the purpose of strengthening the remedies available to <br />address abandoned and/or illegally moored watercraft. <br /> <br />Background: <br /> <br /> The abandonment and illegal mooring of sunken and other vessels in the City’s <br />waterways and along its piers has become an increasing problem. <br /> <br /> These vessels have a blighting influence on the waterfront and are a hazard to <br />navigation. <br /> <br />Discussion: <br /> <br /> In 2024, the General Assembly amended the Virginia Code to authorize localities <br />to obtain title to abandoned vessels by providing notice and applying to the Virginia <br />Department of Wildlife Resources. <br /> <br /> The proposed Code amendments authorize the City to utilize this new process, <br />and also provide authority to address situations where there is an exigent risk of a vessel <br />leaking hazardous materials, sinking, or posing a significant threat of harm to person or <br />property because it is impeding navigation. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> N/A. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will continue to employ all available remedies to address abandoned <br />and/or illegally moored watercraft. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDAINING SECTIONS 6-2 AND 6-7 OF <br />ARTICLE I OF CHAPTER 6 (BOATS AND WATERWAYS) OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF STRENGTHENING THE <br />REMEDIES AVAILABLE TO ADDRESS ABANDONED AND/OR ILLEGALLY <br />MOORED WATERCRAFT. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: None <br /> <br />24 - 312 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $19,025,447 from the FY 2024 Portsmouth Public Schools General Fund <br />Budget to the FY 2025 Portsmouth Public Schools General Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $198,161,716 to the FY 2024 General Fund Budget for <br />the Portsmouth Public Schools. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
