October 22, 2024 “ORDINANCE ACCEPTING A BULLETPROOF VEST PARTNERSHIP GRANT IN THE AMOUNT OF $25,777.26 FROM THE DEPARTMENT OF JUSTICE – BUREAU OF JUSTICE ASSISTANCE AND APPROPRIATING SAID FUNDS IN THE FY 2025 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT ($21,332.90) AND THE SHERIFF’S OFFICE ($4,444.36) TO ACQUIRE BULLETPROOF VESTS. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover Nays: None 24 - 311 - Adoption of an ordinance amending and reordaining Sections 6-2 and 6- 7 of Article I of Chapter 6 (Boats and Waterways) of the Code of the City of Portsmouth, Virginia for the purpose of strengthening the remedies available to address abandoned and/or illegally moored watercraft. Background:  The abandonment and illegal mooring of sunken and other vessels in the City’s waterways and along its piers has become an increasing problem.  These vessels have a blighting influence on the waterfront and are a hazard to navigation. Discussion:  In 2024, the General Assembly amended the Virginia Code to authorize localities to obtain title to abandoned vessels by providing notice and applying to the Virginia Department of Wildlife Resources.  The proposed Code amendments authorize the City to utilize this new process, and also provide authority to address situations where there is an exigent risk of a vessel leaking hazardous materials, sinking, or posing a significant threat of harm to person or property because it is impeding navigation. Financial Impact:  N/A. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The City will continue to employ all available remedies to address abandoned and/or illegally moored watercraft. Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE AMENDING AND REORDAINING SECTIONS 6-2 AND 6-7 OF ARTICLE I OF CHAPTER 6 (BOATS AND WATERWAYS) OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF STRENGTHENING THE REMEDIES AVAILABLE TO ADDRESS ABANDONED AND/OR ILLEGALLY MOORED WATERCRAFT. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover Nays: None 24 - 312 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $19,025,447 from the FY 2024 Portsmouth Public Schools General Fund Budget to the FY 2025 Portsmouth Public Schools General Fund Budget. Background:  City Council appropriated $198,161,716 to the FY 2024 General Fund Budget for the Portsmouth Public Schools.
