October 8, 2024 <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report to the Virginia <br />Department of Fire Programs\\VDFP detailing the use of funds and identifying any <br />carryover funds for the year. <br /> <br /> PFRES will utilize the said funds for community fire safety education programs, <br />cancer prevention initiatives, firefighter training, firefighting equipment and protective <br />clothing. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the use of funds per the guidelines for the Suppression personnel <br />of PFRES. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$501,807 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 294 - Adoption of an ordinance accepting Shelter Plus Care funds in the amount <br />of $622,729 from the U.S. Department of Housing and Urban Development and <br />appropriating said amount in the FY 2025 Behavioral Health Care Service fund to <br />provide rental assistance and support services. <br /> <br />Background: <br /> <br /> Shelter Plus Care funds are allocated to assist with housing and supportive <br />services for individuals and families who are chronically homeless as defined by the U.S. <br />Department of Housing and Urban Development. <br /> <br />Discussion: <br /> <br /> The U. S. Department of Housing and Urban Development awarded $622,729 to <br />the Portsmouth Department of Behavioral Healthcare Services. These funds will be <br />utilized to provide rental assistance and support services. <br /> <br /> The Shelter Plus Care program provides case management, supportive groups, <br />and financial management while encouraging stability, employment, and independence <br />for individuals and families diagnosed with mental health or substance use issues, or a <br />developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
