October 8, 2024 Discussion:  The City of Portsmouth must complete and submit an Annual Report to the Virginia Department of Fire Programs\\VDFP detailing the use of funds and identifying any carryover funds for the year.  PFRES will utilize the said funds for community fire safety education programs, cancer prevention initiatives, firefighter training, firefighting equipment and protective clothing. Financial impact:  This program does not require a local cash match and\\or In-Kind services. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will assign the budget code.  To proceed with the use of funds per the guidelines for the Suppression personnel of PFRES. Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF $501,807 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 294 - Adoption of an ordinance accepting Shelter Plus Care funds in the amount of $622,729 from the U.S. Department of Housing and Urban Development and appropriating said amount in the FY 2025 Behavioral Health Care Service fund to provide rental assistance and support services. Background:  Shelter Plus Care funds are allocated to assist with housing and supportive services for individuals and families who are chronically homeless as defined by the U.S. Department of Housing and Urban Development. Discussion:  The U. S. Department of Housing and Urban Development awarded $622,729 to the Portsmouth Department of Behavioral Healthcare Services. These funds will be utilized to provide rental assistance and support services.  The Shelter Plus Care program provides case management, supportive groups, and financial management while encouraging stability, employment, and independence for individuals and families diagnosed with mental health or substance use issues, or a developmental disability. Financial Impact:  No local match is required at this time. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment.
