<br />At a Regular Meeting of the City Council on Tuesday, October 8, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Tillage, and seconded by Mr. Moody, to adopt the minutes of a
<br />Called Meeting of September 24, 2024, and of a Regular Meeting of September 24, 2024,
<br />and was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover

<br />- Public Hearing -
<br />
<br />24 - 292 - Public hearing on a street closure application:
<br />
<br />S-24-01 DOWNTOWN - Ordinance granting the request of The Portsmouth
<br />Port & Industrial Commission (PPIC), on behalf of the Portsmouth
<br />Redevelopment & Housing Authority (PRHA), for a closure of 14,937
<br />square feet of Sixth Street, an unimproved right-of-way between
<br />1603 Seventh Street and 0 Sixth Street near the corner of Seventh
<br />and Wavy streets. The applicant plans to combine the closure area
<br />with the adjoining properties through a Minor Subdivision. The Future
<br />Land Use Map of the Build One Portsmouth Comprehensive Plan
<br />designates the adjacent property for Mixed-Use Employment. The
<br />property is right-of-way owned by the City of Portsmouth. Planning
<br />Commission recommends approval with conditions.

<br />1. Brian Donahue, Director of Economic Development, presented the application.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE TO CLOSE A PORTION OF SIXTH STREET EXTENDING SOUTHERLY
<br />FROM THE SOUTH LINE OF WAVY STREET AND EAST LINE OF SEVENTH STREET
<br />TO THE NORTH LINE OF A CLOSED PORTION OF RANDOLPH STREET.”

<br />- City Manager’s Report -
<br />
<br />24 - 293 - Adoption of an ordinance accepting Aid-To-Localities funding in the
<br />amount of $501,807 from the Virginia Department of Fire Programs and
<br />appropriating said amount in the FY 2025 Grants Fund for use by the Department
<br />of Fire, Rescue and Emergency Services.
<br />
<br />Background:
<br />
<br /> The Virginia Department of Fire Programs has been providing entitlement funds to
<br />localities for more than twenty years for use by Suppression personnel.
<br />
<br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing funds
<br />to pay for training, construction of training centers, firefighter equipment, protective
<br />clothing and more.
<br />
<br /> ATL allocations are calculated based upon the most current U.S. Population Census,
<br />which was conducted in 2020.
