October 8, 2024 <br /> <br />“ORDINANCE ACCEPTING SHELTER PLUS CARE FUNDS IN THE AMOUNT OF <br />$622,729 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />BEHAVIORAL HEALTHCARE SERVICE FUND TO PROVIDE RENTAL ASSISTANCE <br />AND SUPPORT SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 295 - Adoption of an ordinance accepting Problem Gaming Prevention funding <br />in the amount of $12,780 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2025 Behavioral <br />Healthcare Service Fund for use by BHS to provide services designed to address <br />problem gambling. <br /> <br />Background: <br /> <br /> The Problem Gambling Prevention Program intends to prevent and minimize harm <br />from the expansion of legalized gambling by implementing the Strategic Prevention <br />Framework (SPF) planning model. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $12,500 to the Portsmouth Department of Behavioral Healthcare Services for <br />gambling prevention services. This funding was appropriated by Ordinance 2024-85 <br />adopted by City Council on September 10, 2024. <br /> <br /> VBHDS has now increased the award and it is necessary to appropriate an <br />additional $12,780. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROBLEM GAMBLING PREVENTION PROGRAM <br />FUNDING IN THE AMOUNT OF $12,780 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTHCARE AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY BHS TO PROVIDE SERVICES DESIGNED TO <br />ADDRESS PROBLEM GAMBLING. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 296 - Adoption of an ordinance accepting Adult Recovery Court funds in the <br />amount of $167,000 from the Office of the Executive Secretary of the Supreme <br />Court of Virginia and appropriating said amount in the FY 2025 Behavioral <br />Healthcare Service Fund for use for the Portsmouth Adult Recovery Court. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Recovery Court enables Portsmouth residents who have <br />committed non-violent offenses tied to drug use to receive recovery-oriented substance <br />use services in lieu of incarceration. <br /> <br /> <br /> <br /> <br /> <br /> <br />
