September 24, 2024 <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $42,057 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2025 Grants Fund is increased by $42,057. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that speed and unrestrained occupants are among the major factors contributing <br />to personal injuries resulting from vehicular crashes. Through these increased <br />enforcement and educational efforts, we intend to significantly reduce the speeding and <br />unrestrained occupants and to reduce crashes that have the potential of death and <br />serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols, and to <br />purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $42,057 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> A local match having a value of $21,028 is required as a condition of the funding, <br />which match will be satisfied by funding for fuel and vehicle maintenance costs that has <br /> <br />previously been appropriated in the FY 2025 Police Department General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDS IN THE AMOUNT OF $42,057 FROM THE <br />U.S. DEPARTMENT OF TRANSPORTATION THROUGH THE VIRGINIA HIGHWAY <br />SAFETY OFFICE AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS <br />FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO IMPROVE <br />TRAFFIC SAFETY. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 272 - Adoption of an ordinance accepting a Dam Safety and Floodplain <br />Management Program Grant in the amount of $162,146 from the Virginia <br />Department of Conservation and Recreation and appropriating said amount in the <br />Dam Upgrades Project in the Water Category of the FY 2025 Capital Improvement <br />Fund Budget for the preparation of a preliminary engineering report to evaluate the <br />stability of the Speights Run Dam Spillway. <br /> <br />Background: <br /> <br /> Virginia Dam Safety, Flood Prevention and Protection Assistance Fund state <br />grants help dam owners and Virginia localities enhance public safety and reduce the risk <br />of dam failures and property damage from flooding. <br /> <br /> The fund was established to provide grants to public and private dam owners <br />whose dams are under state regulation, and to help local governments improve methods <br />for flood prevention and protection. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
