September 24, 2024 <br /> <br />Discussion: <br /> <br /> The City submitted applications to assist in funding the preliminary engineering <br />reports that are required (by regulations) for dams at Lake Meade, Lake Cahoon, Lake <br /> <br />Kilby Sludge Lagoon, and Speights Run. <br /> <br /> The dams for our drinking water reservoirs have Conditional O&M Certificates for <br />Compliance. The dams require significant rehabilitation to meet current regulatory <br />standards. <br /> <br /> The preliminary engineering reports are required to develop the design parameters <br />for the rehabilitation. <br /> <br /> <br />All grants are reimbursable and require a dollar-for-dollar local match. <br /> <br /> <br /> The maximum amount per grant is determined based on amounts requested from <br /> <br />eligible projects, application scores and available funds. <br /> <br />Financial Impact: <br /> <br /> The grant amount is $162,146. A dollar-for-dollar local match is required as a <br />condition of the grant funding, which match has previously been appropriated to the FY <br />2025 Capital Improvement Fund Budget. <br /> <br /> The total project cost is $324,292, of which $162,146 will be funded by the grant <br />and $162,146 will be funded by previously appropriated local CIP funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Sign and return grant agreement to the Virginia Department of Conservation and <br />Recreation. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A DAM SAFETY AND FLOODPLAIN MANAGEMENT <br />PROGRAM GRANT IN THE AMOUNT OF $162,146 FROM THE VIRGINIA <br />DEPARTMENT OF CONSERVATION AND RECREATION AND APPROPRIATING <br />SAID AMOUNT IN THE DAM UPGRADES PROJECT IN THE WATER CATEGORY OF <br />THE FY 2025 CAPITAL IMPROVEMENT FUND BUDGET FOR THE PREPARATION <br />OF A PRELIMINARY ENGINEERING REPORT TO EVALUATE THE STABILITY OF <br />THE SPEIGHTS RUN DAM SPILLWAY. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 273 - Adoption of an ordinance accepting a Dam Safety and Floodplain <br />Management Program Grant in the amount of $217,568 from the Virginia <br />Department of Conservation and Recreation and appropriating said amount in the <br />Dam Upgrades Project in the Water Category of the FY 2025 Capital Improvement <br />Fund Budget for the preparation of a preliminary engineering report to evaluate the <br />capacity of the Speights Run Dam Spillway. <br /> <br />Background: <br /> <br /> Virginia Dam Safety, Flood Prevention and Protection Assistance Fund state <br />grants help dam owners and Virginia localities enhance public safety and reduce the risk <br />of dam failures and property damage from flooding. <br /> <br /> The fund was established to provide grants to public and private dam owners <br />whose dams are under state regulation, and to help local governments improve methods <br />for flood prevention and protection. <br /> <br />Discussion: <br /> <br /> The City submitted applications to assist in funding the preliminary engineering <br />reports that are required (by regulations) for dams at Lake Meade, Lake Cahoon, Lake <br /> <br />Kilby Sludge Lagoon, and Speights Run. <br /> <br /> <br /> <br /> <br />
