September 24, 2024 <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $59,708 FROM <br />THE PORTSMOUTH GENERAL HOSPITAL FOUNDATION AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF FIRE, RESCUE AND EMERGENCY SERVICES TO PURCHASE <br />PHARMACEUTICAL SUPPLES. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 270 - Adoption of an ordinance accepting grant funds in the amount of $6,925 <br />from the U.S Department of Transportation through the Virginia Highway Safety <br />Office and appropriating said amount in the FY 2025 Grants Fund for use by the <br />Portsmouth Police Department to deter driving under the influence. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $6,925 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2025 Grants Fund is increased by $6,925. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that alcohol is among one of the major factors contributing to personal injuries <br />resulting from vehicular crashes. Through these increased enforcement and educational <br />efforts, we intend to significantly reduce Driving Under the Influence (DUI) and to reduce <br />crashes that have the potential of death and serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols and will allow <br />for the purchase of associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $6,925 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> A local match having a value of $3,462 is required as a condition of the funding, <br />which match will be satisfied by funding for fuel and vehicle maintenance costs that has <br />previously been appropriated in the FY 2025 Police Department General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDS IN THE AMOUNT OF $6,925 FROM THE <br />U.S. DEPARTMENT OF TRANSPORTATION THROUGH THE VIRGINIA HIGHWAY <br />SAFETY OFFICE AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS <br />FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO DETER <br />DRIVING UNDER THE INFLUENCE. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 271 - Adoption of an ordinance accepting grant funds in the amount of $42,057 <br />from the U.S. Department of Transportation through the Virginia Highway Safety <br />Office and appropriating said amount in the FY 2025 Grants Fund for use by the <br />Portsmouth Police Department to improve traffic safety. <br /> <br /> <br /> <br /> <br /> <br />
