September 24, 2024 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code <br /> <br /> PFRES E911 Dispatch Center personnel will begin training. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA 9-1-1 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES TO PROVIDE TRAINING FOR PUBLIC SAFETY <br />ANSWERING POINTS PERSONNEL. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 269 - Adoption of an ordinance accepting grant funding in the amount of <br />$59,708 from the Portsmouth General Hospital Foundation and appropriating said <br />amount in the FY 2025 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services to purchase pharmaceutical supplies. <br /> <br />Background: <br /> <br /> Portsmouth General Hospital Foundation became operational in July 1988, when <br />Portsmouth General Hospital was sold to Tidewater Health Care, Inc. This is a private <br />Foundation and not affiliated with any hospital. The Foundation mission is to improve the <br />health, wellness and quality of life of the Portsmouth community through insightful, <br />effective, and coordinated philanthropic grantmaking and collaborations. The members <br />of the Board of Directors are selected from the Portsmouth community and govern the <br />Foundation. <br /> <br /> Over the past 40 years, it was customary that area hospitals provide critical <br />medications to the Fire and EMS agencies. However, with recent legislation and federal <br />policies changes, this will no longer be an option in November 2024. <br /> <br /> PFRES is an Advance Life Support agency providing treatment and transport of <br />critically injured and ill patients that would suffer greatly without the pharmaceuticals being <br />currently provided. <br /> <br />Discussion: <br /> <br /> PGH approved grant funding to purchase pharmaceutical supplies to meet the <br />requirements of the Drug Supply Chain Security Act (DSCSA) of 2013 and the Protecting <br />Patient Access to Emergency Medication Act (PPAEMA) of 2017. <br /> <br /> Per the guidelines established for this grant, PFRES will submit fiscal and narrative <br />reports to the Board of Directors during and immediately following the grant period. <br /> <br /> This grant is subject to financial audit during or immediately following the grant <br />period. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Begin the process of purchasing infrastructure equipment and materials that would <br />establish the department Pharmaceutical Exchange Program. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
