September 24, 2024 <br /> <br /> <br /> The total project cost is $1,605,630, of which $802,815 will be funded by the grant <br />and $802,815 will be funded by previously appropriated local CIP funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Sign and return grant agreement to the Virginia Department of Conservation and <br />Recreation. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A DAM SAFETY AND FLOODPLAIN MANAGEMENT <br />PROGRAM GRANT IN THE AMOUNT OF $802,815 FROM THE VIRGINIA <br />DEPARTMENT OF CONSERVATION AND RECREATION AND APPROPRIATING <br />SAID AMOUNT IN THE DAM UPGRADES PROJECT IN THE WATER CATEGORY OF <br />THE FY 2025 CAPITAL IMPROVEMENT FUND BUDGET FOR THE PREPARATION <br />OF A PRELIMINARY ENGINEERING REPORT TO EVALUATE REHABILITATION <br />ALTERNATIVES FOR THE LAKE MEADE DAM. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 277 - Adoption of an ordinance accepting a Community Flood Preparedness <br />Grant in the amount of $624,600 from the Virginia Department of Conservation and <br />Recreation and appropriating said amount in the Stormwater Category of the FY <br />2025 Capital Improvement Fund Budget to complete the final phase of the City’s <br />stormwater model. <br /> <br />Background: <br /> <br /> The Community Flood Preparedness Fund was established by the Virginia <br />Department of Conservation and Recreation to provide support for regions and localities <br />across Virginia to reduce the impacts of flooding, including flooding driven by climate <br />change. <br /> <br /> The fund prioritizes projects that are in concert with local, state and federal <br />floodplain management standards, local resilience plans, and the Virginia Coastal <br />Resilience Master Plan. <br /> <br />Discussion: <br /> <br /> The City submitted a grant for our Hydrologic & Hydraulic Stormwater Modeling <br /> <br />and Actional Stormwater Platform Expansion. <br /> <br /> The grant funds allow the city to leverage state funds to complete the final phase <br />of our stormwater model and to expand on our current use of the model for operational <br />efficiencies during storm events. <br /> <br />All grants are reimbursable and require a minimum 10% match <br /> . <br /> <br /> The maximum amount per grant is determined based on amounts requested from <br /> <br />eligible projects, application scores and available funds. <br /> <br />Financial Impact: <br /> <br /> The grant amount is $624,600. A 10% local match is required as a condition of <br />the grant funding, which match has previously been appropriated to the Stormwater <br />Category of the FY 2025 Capital Improvement Fund Budget. <br /> <br /> The total project cost is $694,080, of which $624,600 will be funded by the grant <br />and $69,480 will be funded by previously appropriated local CIP funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
