September 24, 2024 Financial Impact:  The grant amount is $192,949.46. A dollar-for-dollar local match is required as a condition of the grant funding, which match has previously been appropriated to the FY 2025 Capital Improvement Fund Budget.  The total project cost is $385,898.92, of which $192,949.46 will be funded by the grant and $192,949.46 will be funded by previously appropriated local CIP funding. Recommended Action:  Adoption of the Ordinance. Next Steps Following Council Action:  Sign and return grant agreement to the Virginia Department of Conservation and Recreation. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A DAM SAFETY AND FLOODPLAIN MANAGEMENT PROGRAM GRANT IN THE AMOUNT OF $192,949.46 FROM THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION AND APPROPRIATING SAID AMOUNT IN THE DAM UPGRADES PROJECT IN THE WATER CATEGORY OF THE FY 2025 CAPITAL IMPROVEMENT FUND BUDGET FOR THE PREPARATION OF A PRELIMINARY ENGINEERING REPORT TO EVALUATE REHABILITATION ALTERNATIVES FOR THE LAKE CAHOON DAM. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 276 - Adoption of an ordinance accepting a Dam Safety and Floodplain Management Program Grant in the amount of $802,815 from the Virginia Department of Conservation and Recreation and appropriating said amount in the Dam Upgrades Project in the Water Category of the FY 2025 Capital Improvement Fund Budget for the preparation of a preliminary engineering report to evaluate rehabilitation alternatives for the Lake Meade Dam. Background:  Virginia Dam Safety, Flood Prevention and Protection Assistance Fund state grants help dam owners and Virginia localities enhance public safety and reduce the risk of dam failures and property damage from flooding.  The fund was established to provide grants to public and private dam owners whose dams are under state regulation, and to help local governments improve methods for flood prevention and protection. Discussion:  The City submitted applications to assist in funding the preliminary engineering reports that are required (by regulations) for dams at Lake Meade, Lake Cahoon, Lake Kilby Sludge Lagoon, and Speights Run.  The dams for our drinking water reservoirs have Conditional O&M Certificates for Compliance. The dams require significant rehabilitation to meet current regulatory standards.  The preliminary engineering reports are required to develop the design parameters for the rehabilitation.  All grants are reimbursable and require a dollar-for-dollar local match .  The maximum amount per grant is determined based on amounts requested from eligible projects, application scores and available funds.
