September 10, 2024 Next Steps Following Council Action:  Finance will complete the necessary budget adjustment. Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING STATE AID IN THE AMOUNT OF $37,457 PROVIDED BY THE COMMONWEALTH OF VIRGINIA AS A RESULT OF THE LIBRARY OF VIRGINIA’S REVISED CALCULATION OF FUNDING BASED ON THE COMMONWEALTH’S FINAL ADOPTED BUDGET AND APPROPRIATING SAID AMOUNT TO THE FY 2025 GENERAL FUND BUDGET FOR USE BY THE PORTSMOUTH PUBLIC LIBRARY. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 249 - Adoption of an ordinance accepting with appreciation a donation in the amount of $300 from JS&J Restaurants Inc. and appropriating said amount to the Police Department Category of the FY 2025 General Fund Budget for use by the Portsmouth Police Department for National Night Out. Background:  National Night Out 2024 will be held from 3-8 PM on Tuesday October 1, 2024. Discussion:  JS&J Restaurants Inc. (which owns and operates McDonalds) has donated $300 to help fund the Police Department’s costs to hold the National Night Out event. Financial Impact:  The funding available to hold the National Night Out event will increase by $300. Recommended Action:  Adoption of the ordinance. AND APPROPRIATING SAID AMOUNT TO THE POLICE DEPARTMENT CATEGORY OF THE FY 2025 GENERAL FUND BUDGET FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT FOR NATIONAL NIGHT OUT. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 250 - Adoption of an ordinance accepting 2025 Safer Communities Program Grant funding in the amount of $2,935,300 from the Virginia Department of Criminal Justice Services and appropriating said amount in the FY 2025 Grants Fund Budget for use by the Police Department to address the root causes and conditions of community violence. Background:  The Virginia Department of Criminal Justice Services (DCJS) awarded the City of Portsmouth $2,935,300 through a General Funds Appropriation Grant under the Safer Communities Program (SCP).
