September 10, 2024  This year the program has accommodated Recreation Summer RAYS, Faith- based sites, School sites, and private locations from June 24 through August 23, 2024.  The program provides meals during times when children are out of school, and therefore the free and reduced school lunch program is not available.  The Department of Parks & Recreation partners with Portsmouth Public Schools Food Services Division to provide the meals for the above-mentioned period. Discussion:  The USDA Food Service Program for 2024 included 32 sites consisting of Recreation Summer RAYS, Faith-based sites, School sites, and private locations.  It is estimatedthat the program served 55,216 breakfasts, 63,308 lunches and 2,556 suppers. Financial Impact:  There is no City cash match required. The grant is a total reimbursement grant based on the number of meals served according to the USDA guidelines. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The reimbursement grant funding is anticipated to be received by December 31, 2024. Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING SUMMER FOOD SERVICE PROGRAM GRANT FUNDING IN THE AMOUNT OF $499,113.04 FROM THE VIRGINIA DEPARTMENT OF EDUCATION AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT OF PARKS & RECREATION. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 248 - Adoption of an ordinance accepting State Aid in the amount of $37,457 provided by the Commonwealth of Virginia as a result of the Library of Virginia’s revised calculation of funding based on the Commonwealth’s final adopted budget and appropriating said amount to the FY 2025 General Fund Budget for use by the Portsmouth Public Library. Background:  State Aid is a formula-based grant that encourages the formation of library systems at the regional, county, and city level.  Portsmouth Public Libraries typically uses State Aid funding to purchase materials, however salaries, materials, equipment and technology are all allowable expenses. Discussion:  The General Assembly did not adopt allocations for local and regional libraries in time for inclusion in the City’s FY 2025 budget.  The Library of Virginia state aid formula provided the Portsmouth Public Library $262,487, an increase of $37,457 from the City of Portsmouth’s budget projection. Financial Impact:  General fund revenues will increase by $37,457 and said funds will be appropriated to the Portsmouth Public Library’s FY 2025 Budget. Recommended Action:  Adoption of the ordinance.
