September 10, 2024 <br /> <br /> <br /> This year the program has accommodated Recreation Summer RAYS, Faith- <br />based sites, School sites, and private locations from June 24 through August 23, 2024. <br /> <br /> The program provides meals during times when children are out of school, and <br />therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks & Recreation partners with Portsmouth Public Schools <br />Food Services Division to provide the meals for the above-mentioned period. <br /> <br />Discussion: <br /> <br /> The USDA Food Service Program for 2024 included 32 sites consisting of <br />Recreation Summer RAYS, Faith-based sites, School sites, and private locations. <br /> <br /> <br /> It is estimatedthat the program served 55,216 breakfasts, 63,308 lunches and <br />2,556 suppers. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the USDA guidelines. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The reimbursement grant funding is anticipated to be received by December 31, <br />2024. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUMMER FOOD SERVICE PROGRAM GRANT FUNDING <br />IN THE AMOUNT OF $499,113.04 FROM THE VIRGINIA DEPARTMENT OF <br />EDUCATION AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF PARKS & RECREATION. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 248 - Adoption of an ordinance accepting State Aid in the amount of $37,457 <br />provided by the Commonwealth of Virginia as a result of the Library of Virginia’s <br />revised calculation of funding based on the Commonwealth’s final adopted budget <br />and appropriating said amount to the FY 2025 General Fund Budget for use by the <br />Portsmouth Public Library. <br /> <br /> <br />Background: <br /> <br />State Aid is a formula-based grant that encourages the formation of library <br /> <br />systems at the regional, county, and city level. <br /> <br /> <br /> Portsmouth Public Libraries typically uses State Aid funding to purchase materials, <br />however salaries, materials, equipment and technology are all allowable expenses. <br /> <br />Discussion: <br /> <br /> The General Assembly did not adopt allocations for local and regional libraries in <br />time for inclusion in the City’s FY 2025 budget. <br /> <br /> The Library of Virginia state aid formula provided the Portsmouth Public Library <br />$262,487, an increase of $37,457 from the City of Portsmouth’s budget projection. <br /> <br />Financial Impact: <br /> <br /> General fund revenues will increase by $37,457 and said funds will be <br />appropriated to the Portsmouth Public Library’s FY 2025 Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
