September 10, 2024 <br /> <br />Discussion: <br /> <br /> In accordance with Item 394, N.4.a of the Commonwealth of Virginia’s 2025-2026 <br />biennial budget, these funds are intended to specifically support the SCP sites. Funds are <br />to support holistic, community-based strategies that address the root causes and <br />conditions of community violence. Such strategies shall be evidence-informed and/or <br />community-driven and shall include: <br /> afterschool programs and mentorships; <br />o <br /> connections to education and economic opportunities; <br />o <br /> trauma-informed mental health care; <br />o <br /> credible messengers and violence interrupters; and <br />o <br /> strategies to build trust between law enforcement agencies and community <br />o <br />stakeholders. <br /> <br /> As directed in the appropriations language, the recipient must use a portion of the <br />grant funds to employ a fulltime position dedicated to planning, implementation, and <br />coordination of community violence reduction strategies. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $2,935,300 by DCJS provides funding for the Police <br />Department. <br /> <br /> The City does not have to provide matching funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SAFER COMMUNITIES PROGRAM GRANT FUNDING IN <br />THE AMOUNT OF $2,935,300 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL <br />JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />GRANTS FUND BUDGET FOR USE BY THE POLICE DEPARTMENT TO ADDRESS <br />THE ROOT CAUSES AND CONDITIONS OF COMMUNITY VIOLENCE. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 251 - Adoption of an ordinance accepting Problem Gambling Prevention <br />Program funding in the amount of $12,500 from the Virginia Department of <br />Behavioral Healthcare and Developmental Services and appropriating said amount <br />in the FY 2025 Behavioral Healthcare Service Fund for use by BHS provide services <br />designed to address problem gambling. <br /> <br />Background: <br /> <br /> The Problem Gambling Prevention Program intends to prevent and minimize harm <br />from the expansion of legalized gambling by implementing the Strategic Prevention <br />Framework (SPF) planning model. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $12,500 of funding to the Portsmouth Department of Behavioral Healthcare <br />Services for gambling prevention services. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
