September 10, 2024 <br /> <br />Background: <br /> <br /> Permanent Supportive Housing funds are allocated to assist with housing and <br />supportive services for individuals and families who are recovering from a mental health <br />and/or co-occurring disorder. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $830,462 of on-going funding to the Portsmouth Department of Behavioral <br />Healthcare Services. These funds will be utilized to provide rental assistance and support <br />services. <br /> <br /> The Permanent Supportive Housing program provides case management, support <br />services, and financial management while encouraging stability, employment, and <br />independence for individuals and families recovering from a mental health and/or co- <br />occurring disorder. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PERMANENT SUPPORTIVE HOUSING FUNDS IN THE <br />AMOUNT OF $830,462 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR RENTAL <br />ASSISTANCE AND SUPPORT SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 254 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness funding in the amount of $4,280 from the Virginia Department <br />of Behavioral Health and Developmental Services and appropriating said amount <br />in the FY 2025 Behavioral Healthcare Service Fund for training, travel, and outreach <br />services. <br /> <br />Background: <br /> <br /> The Projects for Assistance in Transition from Homelessness (PATH) program <br />provides community outreach, mental health, substance use, case management, and <br />other supportive services to our homeless citizens. <br /> <br />Discussion: <br /> <br /> On July 30, 2024, the Virginia Department of Behavioral Health and <br />Developmental Services awarded $4,280 of one-time funding for training, travel, and <br /> <br />outreach services associated with the PATH program. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br /> <br /> <br /> <br />
