September 10, 2024 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM <br />HOMELESSNESS FUNDING IN THE AMOUNT OF $4,280 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR TRAINING, TRAVEL, AND OUTREACH SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 255 - Adoption of an ordinance accepting Substance Use Community Based <br />Expansion funds in the amount of $196,775.15 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said amount in <br />the FY 2025 Behavioral Healthcare Service Fund for use by BHS to provide <br />treatment to the uninsured and underinsured substance use disorder population. <br /> <br />Background: <br /> <br /> The Substance Use Community Based Expansion Funding allows Community <br />Services Boards/Behavioral Health Authorities to provide substance use treatment to the <br />uninsured and underinsured substance use disorder population. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $196,775.15 to the Portsmouth Department of Behavioral Healthcare Services <br />for Substance Use Community Based Expansion. <br /> <br /> The Substance Use Community Based Expansion Funding is to be utilized to <br />deliver services to individuals recovering from substance use or co-occurring disorders. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUBSTANCE USE COMMUNITY BASED EXPANSION <br />FUNDS IN THE AMOUNT OF $196,775.15 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR <br />USE BY BHS TO PROVIDE TREATMENT TO THE UNINSURED AND <br />UNDERINSURED SUBSTANCE USE DISORDER POPULATION. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 256 - Adoption of an ordinance accepting settlement funds in the amount of <br />$194,086.72 from various Opioid Settlement Accounts and appropriating said <br />amount in the FY 2025 Behavioral Healthcare Service Fund for use by BHS for <br />approved abatement purposes as defined by the Virginia Opioid Fund and <br />Settlement Allocation MOU. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
