September 10, 2024 Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING PROJECTS FOR ASSISTANCE IN TRANSITION FROM HOMELESSNESS FUNDING IN THE AMOUNT OF $4,280 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR TRAINING, TRAVEL, AND OUTREACH SERVICES. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 255 - Adoption of an ordinance accepting Substance Use Community Based Expansion funds in the amount of $196,775.15 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY 2025 Behavioral Healthcare Service Fund for use by BHS to provide treatment to the uninsured and underinsured substance use disorder population. Background:  The Substance Use Community Based Expansion Funding allows Community Services Boards/Behavioral Health Authorities to provide substance use treatment to the uninsured and underinsured substance use disorder population. Discussion:  The Virginia Department of Behavioral Health and Developmental Services awarded $196,775.15 to the Portsmouth Department of Behavioral Healthcare Services for Substance Use Community Based Expansion.  The Substance Use Community Based Expansion Funding is to be utilized to deliver services to individuals recovering from substance use or co-occurring disorders. Financial Impact:  No local match is required as a condition of the funding at this time. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING SUBSTANCE USE COMMUNITY BASED EXPANSION FUNDS IN THE AMOUNT OF $196,775.15 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO PROVIDE TREATMENT TO THE UNINSURED AND UNDERINSURED SUBSTANCE USE DISORDER POPULATION. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 256 - Adoption of an ordinance accepting settlement funds in the amount of $194,086.72 from various Opioid Settlement Accounts and appropriating said amount in the FY 2025 Behavioral Healthcare Service Fund for use by BHS for approved abatement purposes as defined by the Virginia Opioid Fund and Settlement Allocation MOU.
