September 10, 2024 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PROBLEM GAMBLING PREVENTION PROGRAM <br />FUNDING IN THE AMOUNT OF $12,500 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTCARE AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY BHS TO PROVIDE SERVICES DESIGNED TO <br />ADDRESS PROBLEM GAMBLING. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 252 - Adoption of an ordinance accepting STEP-VA funding in the amount of <br />$290,558 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said amount in the FY 2025 Behavioral Healthcare <br />Service Fund to implement required services. <br /> <br /> <br />Background: <br /> <br /> STEP-VA services are intended to reform the public mental health system by <br />improving access, quality, consistency, and accountability in public mental health services <br />across the Commonwealth of Virginia. <br /> <br /> STEP-VA is a code-mandated long-term initiative that requires all Community <br />Services Boards/Behavioral Health Authorities to implement nine essential services <br />which include case management, care coordination, and psychiatric rehabilitation. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $290,558 to the Portsmouth Department of Behavioral Healthcare Services for <br />STEP-VA. <br /> <br /> Required services under STEP-VA include case management, care coordination, <br />and psychiatric rehabilitation services. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $290,558 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY <br />2025 BEHAVIORAL HEALTHCARE SERVICE FUND TO IMPLEMENT REQUIRED <br />SERVICES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 253 - Adoption of an ordinance accepting Permanent Supportive Housing <br />funds in the amount of $830,462 from the Virginia Department of Behavioral Health <br />and Development Services and appropriating said amount in the FY 2025 <br />Behavioral Healthcare Service Fund for rental assistance and support services. <br /> <br /> <br /> <br /> <br />
