August 13, 2024 <br /> <br />Background: <br /> <br /> Foster care is a temporary response to difficulties in the family situation, not a long- <br />term solution to family difficulties. <br /> <br /> Title IV-E pays for the cost of food, clothing, shelter, daily supervision, school <br />supplies, and a child’s personal incidentals. In addition, it can also pay for travel costs <br />and childcare. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services is requesting additional funding in the amount of <br /> <br />$53,250. <br /> <br /> Title IV-E case records must document initial and current eligibility as specified in <br /> <br />the Title IV-E Eligibility Manual. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL IV-E FOSTER CARE FUNDING IN THE <br />AMOUNT OF $53,250 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL SERVICES FUND <br />FOR FOSTER CARE ASSISTANCE. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />24 - 225 - Adoption of an ordinance accepting funding from the Virginia Department <br />of Social Services in the amount of $2,400 and appropriating said amount in the FY <br />2025 Social Services Fund Budget for the Family Partnership Meeting Incentive <br />Program. <br /> <br /> <br />Background: <br /> <br /> Family engagement is a relationship focused approach that provides structure for <br />decision making and empowers both the family and community in the decision-making <br />process. Meetings are held for all decisions involving prevention of placement in very <br />high- and high-risk CPS families, prior to a child’s removal from a birth or adoptive family, <br />prior to a change of placement, and prior to a change of goal. <br /> <br /> Family Partnership Meetings can be convened at any time during service <br />provision. They may be requested by the birth, foster or adoptive family, legal guardian, <br />or by agency staff. <br /> <br />Discussion: <br /> <br /> Family Partnership Meeting (FPM) Incentive Funds are to assist with local staff <br />expenses associated with conducting FPMs such as payments to trained facilitators, <br />search activities to locate and include family members, and payments to coaches or <br />internal facilitators. <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br />(such as laptops, printer, flip charts, etc.). FPM funds are also utilized to support family <br />participation in the FPMs, including through transportation for family members to and from <br /> <br />FPMs and child care provided during FPMs. <br /> <br /> During the period from March 1, 2024 – May 31, 2024, the Department of Social <br />Services earned $2,400 in FPM funding from the Commonwealth. <br /> <br /> <br /> <br /> <br /> <br /> <br />
