August 13, 2024 24 - 233 - Adoption of a resolution granting an easement to the Virginia Electric and Power Company d/b/a Dominion Energy Virginia at the request of the City of Suffolk in furtherance of Suffolk’s Sewer Pump Station 17 project. Background:  The City of Suffolk is undertaking a project to construct a new sewer pump station on Tanoak Court, located behind Holland Road.  As part of the project, Suffolk has requested that the City of Portsmouth grant an easement to Dominion Energy across property owned by Portsmouth and having an address of 1227 Holland Road.  1227 Holland Road is a 905-acre parcel that the City owns as part of the Lake Kilby watershed. Discussion:  The City owns the watershed to protect Lake Kilby from contamination.  Suffolk’s purpose in constructing Sewer Pump Station 17 is to improve the sewer disposal system.  By improving the sewer disposal system, Suffolk will be furthering the purpose of the watershed; i.e. protecting Lake Kilby from contamination.  The Department of Public Utilities has confirmed that the easement will not have a negative impact on the City’s operations. Financial Impact:  None. Recommended Action:  Adoption of resolution. Next Steps Following Council Action:  The City Manager will execute easement documents as deemed appropriate. Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION GRANTING AN EASEMENT TO THE VIRGINIA ELECTRIC AND POWER COMPANY D/B/A DOMINION ENERGY VIRGINIA AT THE REQUEST OF THE CITY OF SUFFOLK IN FURTHERANCE OF SUFFOLK’S SEWER PUMP STATION 17 PROJECT. WHEREAS, the City of Suffolk is undertaking a project to construct a new sewer pump station on Tanoak Court, located behind Holland Road; and WHEREAS, as part of the project, Suffolk has requested that the City grant an easement to Dominion Energy across property owned by Portsmouth and having an address of 1227 Holland Road (the “Portsmouth Property”); WHEREAS, the Portsmouth Property is part of the Lake Kilby watershed; and WHEREAS, Portsmouth maintains the watershed for the purpose of protecting Lake Kilby from contamination; and WHEREAS, the improvement of Suffolk’s sewer system in the vicinity of the Lake Kilby watershed will further Portsmouth’s goal of protecting the lake from contamination; and WHEREAS, the Department of Public Utilities has confirmed that the grant of the easement will not have a negative impact on the City’s operations;
