85-393 Letter from the City Manager recomme, nding adoption of an ordinance amending
Chapter 23 of the City Code pertaining to motor vehicles and traffic in regards to motor
vehicles travelling on City streets.

"The City Traffic Engineer's review of the restricted use of certain streets in the City
from truck traffic has resulted in the designation of an additional number of streets in which
truck traffic has become a problem which has necessitated the installation of signs restrictin
movement of trucks greater, in size, than standard pickups (10,000~pounds). It should be
noted that the next section of the City Code requires that trucks greater than 36,000 pounds
be limited to those routes designated by the City as truck routes.

In reviewing the request of the Traffic Engineer, the City Attorney also recommends
certain technical revisions of those portions of the City Code that deal with trucks and othe]
oversized vehicles, and the proposed amendments will bring the Code into conformity with cur-
rent practices.

I, therefore, recommend the adoption of the attached ordinance amending certain portions
of Chapter 23 of the City Code."

On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was adopted on
first and final reading, and by the following vote:

"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTS~OUTH, VIRGINIA, 1973, AS
~ENDED, BY ~\{ENDING SECTIONS 23r13, 23-520, 23-525, AND 23-529 OF CHAPTER 23
THEREOF, PERTAINING TO MOTOR VEHICLES AND TRAFFIC."
85-394 Letter from the City ~{anager recommending adoption of a resolution endorsing the
prohibition of siting a hazardous waste facility in a one hundred year flood plain.

"As you are aware, the State Hazardous Waste Siting Council resently held public hearings
throughout the State on its proposed regulations. Fhe oroposed regulations set certain pro-
dam failure inundation zones, sinkholes, locati4ns near active faults and within areas desig-
nated as national natural landmarks or lands in public trust.

Of particular concern to the City of Portsmouth is the proposed St. Julien's Creek Annex
Hazardous Waste Facility. It is imFortant that the State Siting Council include the prohibi-
tion for facilities located within the 100 year flood plain and for that reason the City
Attorney has prepared the attached resolution endorsing this provision~

I concur with the proposed resolution and I recommend Council's favorable consideration."
