<br />June 11, 2024 <br /> <br />Financial impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to pay vendors for service. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $65,032 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 169 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />24 - 170 - Items Submitted by Council Members <br /> <br /> <br />Adoption of an ordinance establishing annual salaries of $47,000 for the <br /> <br />position of Mayor and $43,000 for the position of City Councilmember effective <br />July 1, 2025. <br /> <br />1. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item. <br /> <br />2. Todd Taylor, 318 North Street, spoke in support of this item but asked that salaries be <br /> increased incrementally. <br /> <br />3. Tracy Boreman, 532 North Street, spoke in support of this item but asked that salaries <br /> be increased incrementally. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following <br />ordinance. <br /> <br />Motion by Mr. Hugel to amend the ordinance to incrementally increase the salaries <br />of the Mayor and City Council, changing the Mayor’s salary to $37,000 and City Council’s <br />salary to $33,000 with a continued increase until capped. This motion failed due to the <br />lack of a second. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING ANNUAL SALARIES OF $47,000 FOR THE POSITION <br />OF MAYOR AND $43,000 FOR THE POSITION OF CITY COUNCILMEMBER <br />EFFECTIVE JULY 1, 2025. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Dr. Whitaker spoke on the following: <br /> <br /> Legislative package submissions. <br />˗ <br /> <br /> City Attorney Graham-Williams responded. <br /> <br /> <br /> <br /> <br />
