June 11, 2024 24 - 167 - Adoption of an ordinance accepting a Marketing Leverage Tourism Grant, a Destination Marketing Organization Grant, a Marketing Leverage Virginia 250 Grant, and Social Media Cooperative Marketing funding in the total amount of $63,850 from the Virginia Tourism Corporation and appropriating said amount in the FY 2024 Grants Fund for use by the Department of Museums and Tourism to attract visitors to Portsmouth. Background:  The Virginia Tourism Corporation makes available annually a menu of grants and cooperative marketing programs to assist localities and tourism related businesses in driving tourism business to Virginia.  The Department of Museums and Tourism was awarded $29,250 in Marketing Leverage Tourism funding; $14,600 in Destination Marketing Organization funding; $10,000 in Marketing Leverage Virginia 250 funding; and $10,000 in Cooperative Marketing Funding. The total funding received from the Virginia Tourism Corporation is $63,850. Discussion:  The grant funding will be expended for 2024 advertising campaigns and signage. Financial impact:  The grants require a dollar-for-dollar match, which match has already been appropriated to the Department of Museums and Tourism budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments.  The Department of Museums and Tourism will implement the marketing programs. Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A MARKETING LEVERAGE TOURISM GRANT, A DESTINATION MARKETING ORGANIZATION GRANT, A MARKETING LEVERAGE VIRGINIA 250 GRANT, AND SOCIAL MEDIA COOPERATIVE MARKETING FUNDING IN THE TOTAL AMOUNT OF $63,850 FROM THE VIRGINIA TOURISM CORPORATION AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR USE BY THE DEPARTMENT OF MUSEUMS AND TOURISM TO ATTRACT VISITORS TO PORTSMOUTH. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 168 - Adoption of an ordinance accepting an allocation of $65,032 from the State Compensation Board Technology Trust Fund and appropriating said amount in the FY 2024 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund technology maintenance and improvements. Background:  The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist in paying for records management systems/indexing systems and hardware/software maintenance costs.  It is also utilized to pay for maintenance fees associated with the secure remote access to the land records and court records. The primary vendors are the Supreme Court of Virginia and Logan Systems Incorporated. Discussion:  The Clerk of Circuit Court has agreed to all of the services and reports required by this grant.
