June 11, 2024 <br /> <br />- Unfinished Business - <br /> <br />24 - 76 - Innovation District Plan: <br /> <br />(c) AP-24-01 CITY-WIDE - Resolution granting the request of the City to adopt a <br />Plan for the Innovation District. The new document will be titled City <br />of Portsmouth Innovation District Plan. The Plan will recommend <br />strategies and tactics for achieving the identified goals, and <br />recommendations for funding and tools for implementing the <br />strategies and tactics. Deferred from the March 26, 2024, City <br />Council meeting. Planning Commission recommends approval. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Barnes, to defer Item AP-24-01 to <br />the August 13, 2024 meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />24 - 166 - Adoption of an ordinance accepting with appreciation a bequest in the <br />amount of $206,817.52 from the Estate of Madhavi K. Chari and appropriating said <br />funds to the FY 2025 General Fund for use by the Police Department and the <br />Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> In her will, the late Madhavi K. Chari provided that the Portsmouth Police <br />Department and Department of Fire, Rescue and Emergency Services would each <br />receive 10% of her residual estate. <br /> <br /> The Executrix of the Chari Estate is making a final distribution of $206,817.52, of <br />which $103,408.76 is being provided to PPD and $103,408.76 is being provided to <br />PFRES. <br /> <br />Discussion: <br /> <br /> Under the terms of the bequests, the funds are to be utilized to supplement (and <br />not supplant) funding in the PPD and PFRES budgets. <br /> <br />Financial Impact: <br /> <br /> The funding available to each of PPD and PFRES would increase by <br /> <br />$103,408.76. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A BEQUEST IN THE AMOUNT OF <br />$206,817.52 FROM THE ESTATE OF MADHAVI K.
