<br />At a Regular Meeting of the City Council on Tuesday, June 11, 2024, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr.
<br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of
<br />a Called Meeting of May 28, 2024, and of a Regular Meeting of May 28, 2024, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />
<br /> Mayor Glover recognized Chief Judge Johnny Morrison and Clerk of Circuit Court
<br />Cynthia Morrison.

<br />- Public Hearing -
<br />
<br />24 - 165Public hearing with respect to the proposed adoption by the City Council of
<br />
<br />an ordinance increasing the annual salary of the Mayor to $47,000 and of
<br />each City Council member to $43,000 effective July 1, 2025, as authorized
<br />by Chapter 608 of the Virginia Acts of Assembly –2024 Session.
<br />
<br />1. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to this item.
<br />
<br />2. JoAnn Clarke, 4717 Thornwood Avenue, spoke in support of this item but was
<br /> dissatisfied with the actions of City Council.
<br />
<br />3. Dr. William Dodson, 801 Mimosa Road, spoke in support of this item.
<br />
<br />4. Sherman Tyler, 1812 Parker Avenue, spoke in support of this item.
<br />
<br />5. Sheila Joseph, 139 Grand Street, spoke in support of this item.

<br />6. Sergio Neal, 1420 Elm Avenue, spoke in support of this item but offered a compromise
<br />of changing the City Charter making it easier to recall members of City Council.

<br />7. Shenina Francis, 4503 High Street W, spoke in opposition to this item.

<br />8. Pamela Wilkins, 805 Elm Avenue, spoke in support of this item.
<br />
<br />9. Jacques Masse, 4935 Briarwood Lane, spoke in opposition to this item.
<br />
<br />10. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item but asked
<br />that raises be increased incrementally.
<br />
<br />11. Todd Taylor, 318 North Street, spoke in support of this item but asked that raises be
<br /> increased incrementally.
<br />
<br />12. Tracy Boreman, 532 North Street, spoke in support of this item but asked that raises
<br /> be increased incrementally.
