May 28, 2024 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> The City will proceed with the purchase of EMS equipment, supplies and training. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDING IN THE AMOUNT OF <br />$71,960.72 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF <br />EMERGENCY SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 <br />GRANTS FUND FOR EMS TRAINING, EQUIPMENT AND SUPPLIES. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 142 - Adoption of an ordinance accepting 2023 Emergency Shelter Upgrade <br />Assistance funding in the amount of $65,000 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2024 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) provides Shelter <br />Upgrade funding to localities pursuant to Section 44-146.29:3 of the Virginia Code. <br /> <br /> The Emergency Shelter Upgrade Assistance Funding Program allows local <br />governments to secure generators and retrofit shelters for citizens across the <br />Commonwealth. <br /> <br /> The program provides matching funds to localities to install, maintain, or repair <br />backup energy generation infrastructure (including solar energy generators) for <br />emergency shelters, and to improve the hazard-specific structural integrity (wind retrofit) <br />of shelter facilities owned by the locality. <br /> <br />Discussion: <br /> <br /> The PFRES Office of Emergency Management will collaborate with the <br />Portsmouth Public Schools to administer and complete the program objectives during the <br />funding period of April 15, 2024 through June 30, 2025. <br /> <br /> The shelter facilities to be addressed include Churchland Primary and Intermediate <br />School and other PPS structures. <br /> <br /> The total grant award amount is $65,000. The grant requires a local share <br />contribution of $17,550 which will be satisfied through budgeted CIP funding. <br /> <br />Financial impact: <br /> <br /> A local match in the amount of $17,550 is required as a condition of the funding, <br />which match has previously been appropriated in the Capital Improvement Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The grant documentation and budget will be submitted. <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> The PFRES Office of Emergency Management and Portsmouth Public Schools <br /> <br />will collaborate to meet the goals of the funding. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
