Next Steps Following Council Action:  The Finance Department will assign the budget code.  The City will proceed with the purchase of EMS equipment, supplies and training. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDING IN THE AMOUNT OF $71,960.72 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF EMERGENCY SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2024 GRANTS FUND FOR EMS TRAINING, EQUIPMENT AND SUPPLIES. ” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 24 - 142 - Adoption of an ordinance accepting 2023 Emergency Shelter Upgrade Assistance funding in the amount of $65,000 from the Virginia Department of Emergency Management and appropriating said amount in the FY 2024 Grants Fund for use by the Department of Fire, Rescue and Emergency Services. Background:  The Virginia Department of Emergency Management (VDEM) provides Shelter Upgrade funding to localities pursuant to Section 44-146.29:3 of the Virginia Code.  The Emergency Shelter Upgrade Assistance Funding Program allows local governments to secure generators and retrofit shelters for citizens across the Commonwealth.  The program provides matching funds to localities to install, maintain, or repair backup energy generation infrastructure (including solar energy generators) for emergency shelters, and to improve the hazard-specific structural integrity (wind retrofit) of shelter facilities owned by the locality. Discussion:  The PFRES Office of Emergency Management will collaborate with the Portsmouth Public Schools to administer and complete the program objectives during the funding period of April 15, 2024 through June 30, 2025.  The shelter facilities to be addressed include Churchland Primary and Intermediate School and other PPS structures.  The total grant award amount is $65,000. The grant requires a local share contribution of $17,550 which will be satisfied through budgeted CIP funding. Financial impact:  A local match in the amount of $17,550 is required as a condition of the funding, which match has previously been appropriated in the Capital Improvement Fund Budget.
