May 28, 2024 <br /> <br />Discussion: <br /> <br /> The proposed Duct and Conduit Space License Agreement will allow the SNA to <br />use the minimum space necessary to install 864 strands of fiber optic cable in <br />Portsmouth’s conduit over the West Norfolk Bridge for the next 20 years in exchange for <br />$1.3 million. Portsmouth is only responsible for maintaining the conduit, which is an <br /> <br />obligation it would have in any event because of its own fiber strands. <br /> <br /> The proposed ordinance approves the Agreement and also appropriates the $1.3 <br />million in proceeds from the agreement to the Fiber Network Project in the Municipal <br /> <br />Facilities Category of the FY 2024 Capital Improvement Fund Budget. <br /> <br />Financial Impact: <br /> <br /> SNA will pay Portsmouth $1.3 million upon execution of the Agreement. <br />Portsmouth will not incur any additional maintenance costs as a result of the Agreement. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute the Agreement. <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (1) AUTHORIZING THE EXECUTION OF A DUCT AND CONDUIT <br />SPACE LICENSE AGREEMENT WITH THE SOUTHSIDE NETWORK AUTHORITY <br />FOR THE OCCUPANCY OF A PORTION OF PORTSMOUTH’S FIBER CONDUIT <br />ACROSS THE WEST NORFOLK BRIDGE AND (2) APPROPRIATING THE SUM OF <br />$1,300,000 ANTICIPATED TO BE RECEIVED AS A RESULT OF SAID AGREEMENT <br />TO THE FIBER NETWORK PROJECT IN THE MUNICIPAL FACILITIES CATEGORY <br />OF THE FY 2024 CAPITAL IMPROVEMENT FUND BUDGET. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 141 - Adoption of an ordinance accepting Four-For-Life funding in the amount <br />of $71,960.72 from the Virginia Department of Health, Office of Emergency Services <br />and appropriating said amount in the FY 2024 Grants Fund for EMS training, <br />equipment and supplies. <br /> <br />Background: <br /> <br /> The Virginia Department of Health administers the Four-For-Life Program, which <br />is funded through the assessment of four dollars on each registration of a passenger <br />vehicle, pickup or panel truck. <br /> <br /> Pursuant to the Virginia Code, 26% of the Four-For-Life funds collected are <br />distributed to the locality in which the vehicle is registered. <br /> <br /> For the period from June 1, 2022, through May 31, 2023, the Department of Health <br />collected $71,960.72 on behalf of the City of Portsmouth. <br /> <br /> Four-For-Life funds can only be used for emergency medical services. <br /> <br />Discussion: <br /> <br /> The City must complete and submit an Annual Report of Four-For-Life <br />expenditures to the Department of Health by the end of this calendar year. <br /> <br /> Funds will be used to purchase EMS equipment and supplies necessary to sustain <br />and improve direct provision of patient care and enhance the training and education of <br />PFRES EMS personnel. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br /> <br /> <br /> <br /> <br /> <br />
